AYWO submit memo to Chief Minister for inclusion of Garo language in the eight schedules

Shillong, April 20: The organization from Garo Hills the AYWO express our sincere applause  towards you and your party and all the alliance partner of MDA for getting the mandate of the People of Meghalaya to lead the state towards better tomorrow and we as an Organisation is also hoping to see the “Wind of Change” educationally, economically, socially and all round development as you promised in your Election  Campaigns and we believed this opportunity to discuss the important matters of Garo Hills will have a huge impact on the complicated and intricate problems and in pursuance of our commitment towards our Motto ‘Serve to Transform’, AYWO is hereby lay before you the Nine “Charter of Demands” for your kind consideration and necessary action which needs ‘immediate action’.

The nine chater of demand submitted by the organization, are Inclusion of Garo Language in 8th Schedule of Constitution. The organization reminded the Chief Minister that Garo, A’chik language has been the status of associate official language main official language being English under five Garo Hills district of Meghalaya under  Meghalaya State Language Act 2005.

The language is also used as medium of instruction at the elementary stages of the Govt Run Schools of Garo Hills. Even at the secondary stage, in some schools where English is mandatory as medium of instruction, Garo is used alongside English, making the system more or less bilingual in nature. In some schools where English is the sole medium, Garo was taken as a subject , Modern Indian Language(MIL). At the College level , students can also opt for Garo Second Language (GSL) besides Modern Indian Language (MIL) and students can even go for Honours in Garo in their Under Graduate and Post Graduate Program.

The Organization collectively opine that the Garo people has witnessed the event which shocked the entire region on 30th September 2005. The series of events which led to the incident is undoubtedly “worst day”  and many rightly called this very day “Black Friday”. The day was marked with the great sense grief and heartbreaking turns of events which eventually  led to the loss of Nine Matgriks’ in Tura and Simsanggre in Williamnagar. We don’t want to go into the enquiry Report of both the incident but We genuinely feels that their valour needs to be well recognised and therefore AYWO demands that 30th September of Calendar Year to be declared as “Restricted Holiday” in entire region of Garo Hills.
State government should speed up in implementing  of Entry and Exit Points. AYWO along with twelve prominent Civil Society Organizations of Meghalaya is fighting for the implementation of ILP from 2011-12 and after due deliberations and marathon discussions, thirteen organizations agreed to have a ‘Comprehensive Mechanism’ to deter influx and setting up of Entry Exit Point is mandated under Article 16 of The Meghalaya Facilitation Centres And Verification And Regulation Of Tenants’ Act 2016. And thereafter respective Deputy Commissioners’ of affected Districts were assigned to locate a suitable land for setting up of the same. As many as more than 30 locations were selected and its implementation is going on in a snail’s pace to tackle influx in the state.

The educated Unemployed Youths in the state of Meghalaya who had registered themselves with the employment exchange of labour department of the different districts of the state till 30th June 2006 as registered in live register all together are 39472 in numbers.India and especially North Eastern states of Meghalaya has reeling under major problem of unemployment which has led to many social ills. It is a known fact that the bookish theory or practical exercised are less applied in practical life.

The organization laso demanded for setting  up two Blood Bank Centre in Tura and one each in Every District of Garo Hills.  Tura Civil Hospital. There is altogether seven blood banks in whole of Meghalaya from which five  is in Khasi Hills and one each  in Garo Hills and Jaintia Hills. The only Blood Bank cannot give satisfactory help and unable to do so to the needy ones because of its practical complications like unavailability of life saving liquid and hence our helpless breathens’ have to bear the brunt of consequences of it.

The AYWO said that this is disgrace for the MBOSE and the credibility of the institution is in question. This kind of insensitive and laughable change of syllabus for our students is nothing but a sham. This will deteriorate the academic standard of our state as a whole and undermined the very idea of “quality education” as intended by the govt. Meghalaya was once known as the educational hub of entire North East, but sadly the present case of MBOSE text books is a nice slap on the reputation of “educational hub”.
What are we imparting for our Children? Can we expect the future of our upcoming generation to excel in his or her academic career by studying this kind of utter rubbish ?
Keeping all these factors into account, AYWO wish to place our vehement protest against this manipulation of facts and we strongly demand to review the text books at the earliest for the time being and and in the meantime , exclude all these controversial topics and chapter for this years’ academic session. They  demand for the long run that this utter rubbish should be revoke.

The AYWO demand that the  National Eligibility Test (NET) Centre Exam Centre in Garo Hills. Union Public Service Commission (UPSC) annually conducting NET exam for all the aspirants who intends to pursue  his or her career in teaching Job all over India. In Meghalaya too, we have the privileges to be part of the system and many of our people are succeeding in its endeavour. But sadly, we have only one NET Exam centre i.e, in Shillong.

The AYWO demand that the  Meghalaya Civil Service (MCS) Coaching Centre in every District of Garo Hills. Meghalaya Public Service Commission (MPSC) is conducting MCS/MPS exam for the aspirants of Civil Service amongst the people of Meghalaya to be employed as bureaucrats to run the state. People of Garo Hills are also appearing in the said exam and many more will excel if government can set up coaching centre for MCS and MPS aspirants. This will also boost the confidence of candidates and improve the aptitude of our people. And since it is equipping our people , then it will pave the way for our students to crack the National Competitive exams and in long run it will add up to the numbers in which we are  lacking behind IAS and IPS. Therefore the AYWO wish to appraise you in person and your kind office and urged the govt. to set up MPS/MCS Coaching Centre in every district of Garo.

The organization also demand  probe the Cold Blooded Murder of Jonathone N Sangma by National Investigation Agency(NIA), the AYWO aware of the fact that Jonathone N Sangma, NCP candidate from Williamnagar was killed cold blooded allegedly by the GNLA near Samanda on 18th of February 2018 . His murder shell shocked the entire region and instill fear psychosis in the poll bound Meghalaya. AYWO want the case of  Jonathone should be handed over to the NIA to reveal the truth, exposed the culprit and put the culprit behind bars. The memorandum submitted to the Chief Minister was sign by Mr Lenin Chester Marak acting president  and Mr Sengbath Chambugong general Secretary.
