Sir,

*Sub:   Serious violation of the Model Code of Conduct by Shri Anand

Sharma, Union Minister for Commerce, Industry & Textiles; and the Congress

Party.

The Union Minister for Commerce, Industry & Textiles, Shri Anand Sharma has

announced a scheme on Usage of Agrotextiles in North East region with a

five year budget of Rs. 55 crores.

He has further announced that a special scheme has been formulated in the

Ministry of Textiles for the North East Region “for promotion of the

Textiles industry, in this region by allowing fiscal flexibility through

relaxation of parameters to suit localized region specific requirements”.

This announcement was made on 17th January 2013 while inaugurating the

second edition of TechnoTex-2013 at Pragati Maidan, New Delhi.

This announcement has been widely reported in the media. A copy of the

report in ” The Telegraph Times” is enclosed for ready reference.

The announcement of the scheme is a gross violation of para VII (vi)(a) and

(c) of the Model Code of Conduct.

This announcement is a deliberate attempt to influence the electorate of

Tripura, Meghalaya and Nagaland, and to provide an unfair advantage to the

Party in Power in the Centre (Congress Party).

It is also an attempt by the Union government and the Congress party to

disturb the level playing field between the parties. This announcement is a

challenge to the efforts of the E.C.I. to ensure free and fair polls.

You are requested to issue a show-cause notice to Shri Anand Sharma, Union

Minister for Commerce, Industry & Textiles, and to the Congress Party; and

to take suitable corrective action.
