Shillong, March 01: The president of the NCP Meghalaya state Unit Mr Sanbor Shullai who is also an MLA of the 19th Shillong South Constituency has sent a complaint letter to Mr Manohar Parrikar Union Minister ministry of Defence government of India alleged that the defence authority has encroached public land at Lawsohtun area.
In the letter sent to the Union minister, ministry of defence Mr Shullai said that “the defence establishment at Shillong, Meghalaya has been encroaching into public land in and around shilling, and more particularly in Lawsohtun, Shillong. Lawsohtun area which is primarily a forest area managed by the Dorbar shnong village council and the said land is a community property as it the system prevalent in the state of Meghalaya”.
The NCP president, Meghalaya state Unit, also stetted that Lawsohtun area is resource to many streams and drinking water source to the people of Shillong. The said area falls under the Meghalaya protection Catchment area Act 1990 as define in section 2(C) of the act.
He also reminded that,in the year 2013 when the defence authorities tried to start construction of the fencing, the people of the locality let by Mr Sanbor Shullai the MLA has objected the same and sked for the document of the land but till date no document have been shown to actually show that the land belong to the defence authority.
Recently the defence authority has stated construction for fencing which is again the erstwhile Hon,ble Guwahati High Court Judgment dated 23.02.2007 in PIL No.06(H) of 2005, and the judgment, directed the Cantonment area advisory board to sit and decide with 60 days, from the date of the judgment, weather Lawsohtun area should be declare as catchment area or not.
In view of the above laid facts, Mr Shullai request the Union Minister Government of India to kindly intervene in the matter and kindly asked the defence authorities to stop construction in Lawsohtun area and hand over the land to the rightful owner, the letter was sign by Mr Sanbor Shullai MLA, SP Thapa General Secretary and Vijay Raj Vice president of the NCP party.
