Shillong, May 24: Mr Thomas Passah, the president of the KHNAM youth wing today submitted memorandum to the Education Minister, and in the memorandum he has asked the minister to institute and inquiry against the Madrassa Himayatul Islam UP School Shillong, where he alleged that there is irregularities on the fund sanction from the government on the school.
The memorandum submitted by Mr Pass said that, KHNAM State Youth Wing have filed a series of RTI with the Sub-Divisional School Education Officer and the Office of the Director of School Education & Literacy due to information received that 75,000/- sanction as a non-recurring grant in aid for construction of school additional class room under the Non-Lapsable Central Pool of Resources scheme for Madrassa Himayatul Islam UP School Shillong. As per the sanctioning order guidelines issued vide Memo No. DI/UP/LP/Blg/ NCLPR/01 it has been notified vide Para 2 of the subject order that “The School should have undisputed and sufficient land for construction of school building with scope for further expansion” however, the SDSEO vide RTI reply reference No. SDSEO/GR-2/MC/RTI/2017/68440 dated 29th Nov 2017 have intimated that “The School do not have a land patta of its own”, further, the Director of School Education & Literacy (DSEL) vide RTI reply No. DSEL/EL/GB/RTI/1/2017/213 dated 14th May 2018 have further intimated that Building permission for the subject school is not available and the Tax Receipt copy of the land is also not available.
As per the sanctioning order guidelines issued vide Memo No. DI/UP/LP/Blg/ NCLPR/01 it has been notified vide Para 5 of the subject order that “The School Managing Committee shall be responsible for maintenance and repairs of the building putting proper boundary fencing and up keep of the building on completion” If the school do not have land it is impossible to be responsible for maintenance and repairs and provision of boundary fencing.
As per the sanctioning order guidelines issued vide Memo No. DI/UP/LP/Blg/ NCLPR/01 it has been notified vide Para13 of the subject order that the site plan provided to KHNAM is also not authenticated by the Shillong Municipal Board.
The president of KHNAM Youth Wing said that based on the above facts received through RTI, it can be concluded that there has been a misused of public money, and possibility that that above amount sanction for construction of school building was not utilised at all. Various appeal and complaint with copy of RTI received have been made to the DSEO/DSEL, but no action has been taken till date.
In the memorandum he mention that during the course of time, it has been found out that the Managing Committee of the subject school, which was approved by the Sub-Divisional School Education Officer, Shillong, consists of members whose qualification is below matric (tenth) with members having minimum qualification of class III. There are also criminal charges against few members of the members of the Managing Committee. It is saddening to know that the authority approved and entrust management of school business in the hands of people whose qualification are very low besides having criminal charges.
The KHNAM president Youth Wing stated that misused of public money amount to corruption, it is not about the size of the amount, but the seriousness of the crime, which needs to be eradicated from the state especially from reputed and important institution like education.Therefore, based on the above given facts it is requested that an enquiry be constituted towards the same for the welfare the education system at large.
