MHRD seek clarification from the Govt of Meghalaya for correction of SSA norms

Shillong, February 28: Taking into actions on the various demands made by the Meghalaya SSA School Association (MSSASA) Central Body highlighted at the memorandum submitted by the delegations of the Association to the Hon’ble Minister of MHRD Prakash Javadekar on November 18, last year which includes regarding creation and shifting of all Posts of Lower Primary and Upper Primary teachers sanctioned under SSA from Sarva Shiksha Abhiyan State Education Mission Authority Meghalaya (SSA-SEMAM) State Implementation Society to State Education Department on regular basis , SSA teachers appointment, Services conditions of SSA teachers, conduct of teachers training Diploma in Elementary Education for inservice SSA teachers , construction of the Schools building and additional classrooms etc.

The Ministry of Human Resource Development (MHRD) Department of School Education & Literacy, Govt of India Under Secretary Manjit Kumar seeking clarification from  the Principal Secretary Department of School Education & Literacy Govt of Meghalaya vide notification No.11-1/2016-EE.3 dated 3rd February, 2017 which instructs the State Government to look into the matters and to solve the demands made by the MSSASA and to furnish a report to the Ministry of Human Resource Development Government of India, as the Government of India has clear cut norms under SSA and RMSA wherein State/Union Territories are given financial support of salary of teachers with a condition that  these posts of teachers shall be created in States/Union Territories  Education Departments on regular basis with same salary and service conditions as of State budget teachers.

The MSSASA said that the  State Meghalaya , State Government committed a mistake and allowed creation of these posts under State Implementation Society on contractual basis instead of appointing under Meghalaya Government Education Department on regular basis for whom different service arrangement have been spelt out and the 12481 existing  SSA teachers  were posted only in SSA supported Schools in the State, which is also a violation of the instructions of the MHRD dated 1st January, 2014  issued clarification pertaining to SSA norms for intervention to all States/ Union Territories Education Secretaries and State Project Directors after the approval of the Executive Committee of National SSA Mission chaired by HRD Minister, the norms in para 8 sub para (i) stated, “The state should maintain unified teaching cadres and no separate SSA Cadre is permissible as all teachers are ultimately to be borne on the State/UT’s Government”.

Further, it is also the violation of the notification issued by the Under Secretary MHRD Govt of India vide letter no. 11-2/2016-EE.3(a)  dated 19th July , 2016 to the Account Officer MHRD D/o School Education & Literacy , New Delhi  which a copy was forwarded to the State Project Director (SPD) Sarva Shiksha Abhiyan State Education Mission Authority Meghalaya (SSA-SEMAM), Chief Secretary Govt of Meghalaya , Secretary Education Department Govt of Meghalaya and others which states  that the state government have to follow several conditions for  implementation of SSA scheme in State of Meghalaya which condition no.10 on the notification stated  clearly that   “No permanent posts shall be created under the SSA funds. Teachers Posts shall be created by the State Government even where such posts are supported by SSA funding”. Said Mr Aristotle C. Rymbai President Meghalaya SSA School Association in the press statement issued today.
