NGOs:Govt should come prepared with Rules of these two ACTs for the discussion

Shillong, July 16: The talk with the 13-NGOs and the state Government on the pending issue of the comprehensive mechanism to deal with influx in the state of Meghalaya will be held on Wednesday the 19th July 2017.

From the NGOs today they have sent an official letter to the Chief Minister of Meghalaya Dr Mukul Sangma saying that the thirteen social organizations of the state of Meghalaya with regards to the Comprehensive Mechanism to regulate influx express their appreciation to the Government for inviting them for a discussion on the 19/7/2017.

After a discussion among the organizations, they wish to highlight to the government on the need to resolve the following issues on your part before the discussion on the said date. That they have had enough discussion on the Comprehensive Mechanism to regulate influx, based on the mutual discussions and understanding the government had passed two Acts.

That is, the Benami Transaction Prohibition Act (Amended) 2016 and the Residents Safety and Security Act. But both these ACTs are without rules of implementation hence they would like to say that on the discussion to be held on the 19/07/2017 the government must come prepared with Rules of these two ACTs so that the discussion would be meaningful and progressive.

Much of the paper works relating to the Entry and Exit points have progressed but so far they are yet to see the infrastructural progress of the same. Hence, on the discussion to be held on the 19/07/2017, they would like to see the government to spell out the details of plans with regards to the execution of the project in those areas where there are no hindrances.

The thirteen NGOs hope that the discussion to be held on the 19/07/2017 will not be mere updates on the same matter over and over again because so far it seems we are maintaining a status quo instead of being progressive on the issues mentioned above.
