The MSSASA appeal to all the SSA teachers in Meghalaya not to participate in the agitation

Shillong, Sept 01: Today after a group of SSA teachers announced to boycott the “Teacher’s Day Celebration” on 5 September, the SSA Teachers Union in the State the Meghalaya SSA School Association (MSSASA) Central Body came forward to appeal to all the 12541 SSA Teachers not to participate in the agitation program.

Mr Aristotle C Rymbai President of Meghalaya SSA School Association (MSSASA) Central Body on his statement today said, “as teachers we should understand agitation is not always a solution to all our problems”. There are certain problems which can be solve through dialogues and discussions between the two parties in which the State Government also addressed our demands.

While pointing on the present situation faced by the SSA Teachers due to non payment of Salary for 5 months for a period from April to August, 2018, Rymbai said as all SSA Teachers  aware of the decision taken recently by the Ministry of Human Resources Development Govt of India to combined its three major Centrally Sponsored Schemes flagship programmes.

The SSA, RMSA and Teachers Education to be function as one through the new Integrated Scheme for School Education known as Samagra Shiksha Abhiyan from 2018-19 onwards the Ministry also made certain changes in the financial assistance and support to be funded by MHRD, DSE&L Government of India to the State Government relates to Teachers Salary.

In this context, MSSASA since March 2018  are in touch with the Education Department and the State Government for discussion, suggesting and sharing views and opinions from both ends.Eventually after due deliberation, the State Government through its State Implementation Society SEMAM Executive Committee accepted the charter of demand made by MSSASA to propose the existing Salary i.e @19044  for 5814 lower primary teachers and @ 20493 for 6727 upper primary teachers to the Project Approval Board (PAB), MHRD Govt of India in the Annual Work Plan & Budget 2018-19 of Samagra Shiksha Abhiyan for the State of Meghalaya which was held on May 25 this year in New Delhi.

Furthermore, the PAB, MHRD Govt of India in its Minutes to consider the Annual Work Plan and  Budget for financial year 2018-19 for Meghalaya released on August 7 had considered the amount as proposed by the State Government but also mentioned the financial assistance or support by Govt of India for Meghalaya will be based as per norms of new Integrated Scheme for School Education Sangma Shiksha Abhiyan.

That is Rs. 5000 for Lower Primary Teachers and Rs.20000 for upper primary teachers. The PAB also stated that “Any additionality of teachers Salary, the State Government have to borne from its own resources based as per provision of SSA-RTE 2009 and fundings to State as per provision of 14th Finance Commission”, Rymbai added.

In this regards, Meghalaya SSA School Association (MSSASA) have also submitted a representations to the State Government on March 15, May 18, June 15 and August 9 seeking the State Government immediate attention and actions on the matters of Service Conditions, Pay Structure, Streamlining etc of Elementary Teachers recruited and working under Sarva Shiksha Abhiyan now known as Samagra Shiksha Abhiyan.

While responding to our representations, the Hon’ble Chief Minister Conrad K Sangma called MSSASA for discussion on the matters on April 4 and July 24 and also the Hon’ble Minister Education Department Lahkmen Rymbui on 6 July, 2018. On the same agenda, on August 28 Lambor Malngiang Chairman State Planning Board Govt of Meghalaya called MSSASA Central Body for discussion and seeking views and opinions on the matters of Pay Structure, shifting of all SSA Teachers from State Implementation Society SEMAM to Education Department on regular as per mandatory norms of SSA-RTE 2009 and framework of Samagra Shiksha Abhiyan, financial assistance (Salary issue) and recruitment and others  services matters, Rymbai said.

The State Planning Board under the Chairmanship of Lambor Malngiang also hold a meeting with the Education Department on August 29 for discussion on the agenda raised by MSSASA and had also asked the Education Department to come up with a clear picture at the earliest possibility so that payment of 5 months pending salary of SSA teachers and others important issues for the Welfare of the SSA in the State can be solve.

Meanwhile, Rymbai also said MSSASA after discussing the issue with all the SSA Teachers at the general meeting organized in all respective District Units ” we are very clear with our decisions on the agenda i.e we demand the existing rate Rs.19044/- for LP and Rs. 20493/- for UP and also decided to wait till the State Government finish all the criteria need to be done from its ends before issuing the Notification on this regards”.

At the mean time they have also taken a decision if the State Government fail to pay the Salary as per our discussion with the Government and as per our charter of  demand then appropriate actions will be taken by the Association on the matter of Salary issue.

The president of the MSSASA said that based on the progress of work and commitment made by the MDA Govt to addressed our demands the Association appeal all the SSA Teachers in the State not to participate in the agitation program to boycott the “Teacher’s Day Celebration” specially at this point of time when the Education Department and the State Government working hard to solve the problems that we are facing due to changes in norms of the new Integrated Scheme Samagra Shiksha Abhiyan, Rymbai said.
