The MSSASA submit memorandum to Prime Minister Mr Modi for not getting their salary

Shillong, December 16: The Meghalaya SSA School Association (MSSASA) today submitted memorandum to the Prime Minister Mr Narendra Modi, through Mr Sibun Lyngdoh Meghalaya BJP President to air their grievances related with their salary that the state government has not paid to them.

In the Memorandum the MSSASA said that the Teachers’ Community in Meghalaya under the SSA they are 12481 trained and untrained teachers working under budget head of Sarva Shiksha Abhiyan of  State Meghalaya need your immediate attention mentioned herewith:

The irregular transfer of  Sarva Shiksha Abhiyan budget to State Meghalaya by Ministry of Human Resources Development Govt. Of India has become the acute problems in the last two years. During 2016-17, the Project Approval Board (PAB) Ministry of Human Resources Development Govt. Of India has sanctioned Rs. 45124.44 lakh for implementation of activities under Sarva Shiksha Abhiyan (SSA) Programme against which Rs. 21365.90 lakh only was received by State Implementing Society (SIS) Sarva Shiksha Abhiyan State Education Mission Authority Meghalaya (SSA-SEMAM) as on 31st March 2017 which has also been admitted in Finance Department on 5th April 2017.

As such, there was a shortfall in receipt of fund of Rs. 23758.54 lakh for which Teachers’ Arrear Salary of Rs. 8951.39 lakh of 12481 SSA Teachers’ could not be paid leading to incurring committed liability to that extent during the year 2016-17. It may also be mentioned that under the provision of Section 7 Clause 5 of RTE Act 2009, the State Government after taking into consideration of the amount of Central Share and mandatory matching State Share shall provide balance funds to State Implementing Society SEMAM-SSA from its own resources to ensure allocation of adequate funds for School Education Sector including SSA.

Hence, it may be mentioned that responsibility for release of adequate funds for implementation of activities under SSA Programme as approved by Project Approval Board (PAB), Govt. Of India shall lie with the Government of Meghalaya and shall not be limited to the matching State Share only against funds release by Govt. Of India but unfortunately Government of Meghalaya denied of taking responsibility as per provision of the RTE Act.

In a letter send by  Anil Swarup Secretary Govt. Of India, MHRD, to Shri Kuljit Singh Kropha Chief Secretary Govt. Of Meghalaya on 13th February 2017, the Government of Meghalaya has informed that it is recommended that the State can increase its Budget in order to meet the balance estimate for the implementation of the SSA-RTE Act by ensuring allocation of adequate amount for the School Education sector in the State Budget for 2017-18 under 14th Finance Commission which would also support the effective implementation of the Centrally Sponsored Schemes including SSA.

It may be mentioned that the  Government of Meghalaya was requested multiple times by the Teacher Union for release of adequate funds to State Implementing Society SEMAM-SSA from State Budget for payment of SSA teachers’ pending arrear salary of 2016-17 and salary of current academic year but response to this has not been received.

Further, D.P.Wahlang Principal Secretary to the Govt. Of Meghalaya Education Department & State Mission Director, SEMAM-SSA and also Ambrose Ch. Marak State Project Director SEMAM-SSA & Director DSEL Govt. Of Meghalaya had send multiple letters to the State Government requested for allocation of adequate funds from State Budget to State Implementing Society SEMAM-SSA so as to enable to release Teachers’ salary at the earliest but the same no response received from the State Government, were eight months pending Arrears salary of last financial year 2016-17 for the period from 1st July 2016 to 28th February 2017 and five months Salary of current academic year from August to December  could not release till date which has effected the livelihood of the 12481 SSA Teachers’ in various aspects.

In view of the facts  apprised above as well as in view of Govt. Of India letter  D.O. No. F. 2-18/2015.EE.3 dated 13th February 2017 and provision in the RTE Act 2009, we urge your kind intervention on the matter for time bound solution of the issue and to alleviate the suffering faced by the 12481 SSA Teachers’ in Meghalaya. Your immediate intervention will usher in peace and harmony and the teachers’ will see the light of justice due to them and be forever grateful to your honour.

With your enthronement as the Prime Minister of this great Nation the hopes of the SSA Teachers’ is renewed that Justice shall prevails after a long wait. Said Mr Aristotle C.
