Shillong, Dec 10: The leader of the opposition in the Meghalaya Legislative Assembly Dr Mukul Sangma along with MLA from the congress party today met the Governor Mr Satya Pal Malik on the issued for implementing the ILP Bengal Eastern Frontier Regulation Act 1873 and the pending Meghalaya Residence Safety and Security (Amendment) Bills 2020.
Speaking to media after meeting with the Governor Dr Mukul Sangma said that during the meeting he has put forward with the Governor on the the justification on the demand the students body for bringing Meghalaya under the preview of the Bengal Eastern Frontier Regulation 1873 for the implementation of the inner Line Permit in the state of Meghalaya particularly after the Citizenship Amendment Act 2019 was pass.
Dr Mukul also said that after the genuine apprehension of the citizens after the Citizenship Amendment Act, will recall that all the political parties in the Meghalaya Legislative Assembly adopted a unanimous resolution to urged the Government of India to include Meghalaya under the purview of the Bengal Eastern Frontier Regulation 1873 and implement the Inner Line Permit.
Now this was pending, and the Chief Minister has assured to peruse aggressively and prevails upon the Government of India and sees that it was consider and implemented in the state of Meghalaya. This should be taken up which is base on the genuine apprehension of the people post the enactment of the CAA.
Keeping in mind the prospective of the state from the geo political prospective. The state have long international border with Bangladesh and long border with Assam that he has written on the letter submitted to the Governor.
At the same time he has brief the Governor of the Meghalaya Resident safety and Security Act, 2016 this Act was a culmination of a long drown engagement with conglomeration of different civil society organisation to deal with the contentious issued associated with influx, illegal immigration and the concern of safety and security of the people including the likely democrafice changes which have been witness in different parts of the North Eastern region.
Dr Mukul said that if they look at the whole mandate of the law see that the law has comprehensive measure incorporated as far as the law is concern and it has malty prong approached to deal with the issued.
It is not just one entry and exit point it goes beyond on the delegation of power to authorities which include the police organisation, local police station the local Dorbar the Rangbah shnong it is the involvement of the community and government agency taking the interest the safety and security of the State.
To implement this MRSSA, 2016 the then government has embarked all the necessary to have in place so that the law can be implemented , this include the strengthening different departments of the Government including the administrative wing of the Government, including creation of new District, Civil Sub Division, New Block and new police Station, strengthening of the police organisation separation of judiciary from the executive.
Along with the law there are also others laws being implemented therefore thus department were strengthen further and the only problem after formation of the new government they wanted to make some amendment and they proposed some amendment and pass the bill in the Assembly.
The amendment bill pass by the Assembly we have express our concern at the time hover pass in the Assembly is pending to be accented by the Governor. They try to know why it was pending and it is likely to be delay.
Dr Mukul said that they are of the opinion of recalling the amendment Bill and ensure that the Meghalaya Resident Safety and Security Act, 2016 in its original form is implemented immediately and ensure that the concern of the people to an extend as possible address by operationalisation of the act.
“I will be writing a letter to the Chief Minister to share with him what we have share with the Governor and request the government to recall the amendment bill and ensure that the Meghalaya Residence Safety and Security Act 2016 is operationalisation in its original form on the interest of the state and the interest of the people as a whole” said Dr Mukul.
The leader of opposition also urged the state Government to aggressively peruse with the Government of India and prevail upon them to bring Meghalaya under the preview of Bengal Eastern Frontier Regulation 1873 and implement to the Inner Line permit in the state of Meghalaya, the Leader of the opposition was also acompied by Mr Zenith M Sangma and Mr Himalaya Muktan Shangpliang.
