Shillong, May 25: The Congress MDC in the GHADC today submitted memorandum to thd CEM Mr. Benedic R Marak on the sallary of the employees asking the Executive Committee to take notice of serious problems plaguing in the Garo Hills Autonomous District Council.
In the memorandum the Congress MDCs urged the CEM for immediate intervention on the Salary of the Employees the previous executive committee had approved and passed a resolution for the payment of salaries accordingly in the 5h Meghalaya Pay Commission vide office order GHADC-GAD/FMPC-2017/646/2018/1346-1356 Dated Tura the 19th March 2018.
The Congress MDCs asked the CEM to kindly consider and initiate measures to release salaries in the revised scale and disburse salaries to the employees in the new pay commission viz. 5h Pay Commission.
In the memorandum they request the CEM to establish negotiations with the Chief Minister and come to resolve and to clear the salaries of our deprived GHADC employees in the earliest time possible.
The Congress MDC also mention on thr 15th Finance Commission Tied Grants that, it has come to thier intimation that the Tied grants earmarked by the 15th Finance Commission award amounting to Rs. 91crore sanctioned to the Autonomous District Councils of Meghalaya is being attempted to diverted to Jal Jeevan Mission.
The MDC reminded that the GHADC has its own implementing department for water supply and sanitation and has been implementing the same in the preceding years. As per the Finance Commission guidelines, Rural Local Bodies (RLB) should be the implementing agency of these funds hence, the attempt to maneuver these funds allocated to the District Councils is completely disapproved.
The Congress MDC asked the CEM to asked the Chief Minister to released the funds as riightfully claimed by all the ADC’s. The Meghalaya Basin Development Authority (MBDA), Japanese International Cooperation Agency (JICA) and Garo Hills Autonomous District Councils relationship.
The MBDA had recently made a public advertisement inviting proposals from eligible entries for Design, Development and Maintenance of Information and Communication Technology services for Taxation Department in the GHADC which is being funded by JICA.
The Congress MDC asked why are such projects being outsourced to outside agencies, they would like to know whether any agreement was made in black and white before allowing foreign agencies outside the purview and jurisdiction of our GHADC to undertake projocts by the previous executive committee.
The Congress MDC in the GHADC asked the present executive Committee to recall the Advertisment and revoke all agreements which intrude into the autonomy of thr District Councils defeating the very meaning of autonomous council. The Memorandum was sign by all the Congress MDC in the GHADC.
