Shillong, June 08: The Meghalaya Legislative Assembly has been awarded by the Ministry of Parliamentary Affairs for speedy implementation of the National eVidhan Application. The Meghalaya Assembly is among nine Legislative Assemblies of the country to implement the application.
Union Minister of State for Parliamentary Affairs, Arjun Ram Meghwal presented the award to the Meghalaya Assembly at the National Workshop on NeVA held at the Convention Hall of The Ashok at New Delhi on the 25th of May, 2023.
The award was received by Dapborlang Marwein, Computer Programmer and Nodal Officer (NEVA), Meghalaya Legislative Assembly, and Lawanda Lyndem, Deputy Secretary, Parliamentary Affairs Department, Government of Meghalaya & Nodal Officer, NeVA.
The Chief Minister Conrad Sangma, and Deputy Chief Ministers Prestone Tynsong and Sniawbhalang Dhar congratulated the team from NeVA and IT Cell, Meghalaya Assembly for their outstanding initiatives in the speedy implementation of NeVA.
Meghalaya Legislative Assembly Commissioner and Secretary, Dr. Andrew Simons, expressed his gratitude to the Ministry of Parliamentary Affairs for recognizing the efforts of the State Government and the Meghalaya Legislative Assembly Secretariat.
‘The members of the Legislative Assembly have found NeVA helpful. I’m sure members will adapt to the new technology and we will cut down the use of papers’, the Commissioner & Secretary said.
Speaking on the launch of the NeVA project in the Assembly, Meghalaya Legislative Assembly Commissioner and Secretary, Dr. Andrew Simons, informed that on the 27th of March 2020, a State project Monitoring Unit (SPMU) cum NeVA implementation Committee was constituted headed by the Chief Secretary, GoM.
A Tripartite MOU was signed on the 30th of March 2020 between the Ministry of Parliamentary Affairs, New Delhi, the Government of Meghalaya and the Meghalaya Legislative Assembly and a House Committee for e-governance and general purpose was constituted on 20th November, 2020.
The Detailed Project Report was finally approved by the State project Monitoring Unit on the 21st of September, 2020 and the project was launched in the state on 18th of March, 2021. The Commissioner and Secretary informed that the project is being funded by the Government of India and the state government at a ratio of 90:10.
NeVA is a work-flow system deployed on NIC Cloud, MeghRaj which helps the Chair of the House to conduct the proceedings of the House smoothly, Hon’ble Members to carry out their duties in the House efficiently and to conduct Legislative Business of the House in a Paperless manner.
NeVA is a device neutral and member centric application created to equip them to handle diverse House Business smartly by putting entire information regarding member contact details, rules of procedure, list of business, notices, bulletins, bills, starred/unstarred questions and answers, papers laid, committee reports etc.
In their hand held devices/ tablets and equip all Legislatures/ Departments to handle it efficiently. NeVA will completely eliminate the process of sending out a notice/request for collection of data.The application hosts a secure page for each Member of the House for submitting questions and other notices.
The aim of the project is to bring all the legislatures of the country together, in one platform thereby creating a massive data depository without having the complexity of multiple applications.
mNeVA is a user-friendly Mobile App of NeVA which is available on Android as well as on iOS. mNeVA has made information on the conduct of business in Legislatures accessible anytime, anywhere to everyone.
Master entry of NeVA is updated regularly. Officials of the State Government Departments are being trained for processing replies to the Questions and Notices.
Questions, Notices, LOB, etc. are being processed using NeVA and updated regularly in the public portal. The NeVA in-house with touch pad was first implemented in the Autumn Session , 2022. Similarly, NeVA is also being used in the House during the Budget Session, 2023.
