Shillong, Sept 3: Meghalaya Chief Minister Dr Mukul Sangma today launched the Electronic Pay Roll System for generating Salary bills from the employee database for State Government Employees at his office chamber.
The programme was attended by the Meghalaya Chief Secretary Mr. W.M.S.Pariat, Additional Chief Secretary Finance department, Mr. B. K. Dev Varma, Commissioner and Secretary Finance department, Smt. R.V. Suchiang, Mr. P. A. Sawian, Joint Secretary Finance department, Mr. K. S. Momin, Director Accounts and Treasuries, Mr. T. Dkhar, State Informatics Officer, officials from Finance department, Accounts and Treasuries and NIC, Shillong besides online NIC team from Pune led by Smti. Prathibha Joag and Dr. Mrs. Swati Sardesai, Deputy Director Generals of NIC, Pune.
Speaking on the occasion, Dr. Sangma while stating that the government is focussed to provide effective and accountable governance and with the adaptation of such technology the approach of the government will go hand in hand with transparency and efficiency of governance and public service delivery. With the implementation of the Meghalaya Employee Information System, an electronic payroll system, the government in the Finance Department can assess expenditure on salary which is very crucial for planning and governance, added Dr.Sangma.
Mr. P.A. Sawian, Joint Secretary, Finance, in his brief explanation about the application, said that the Meghalaya Employee Information System (MeghEIS) is a customized version of Sevaarth, an application developed by NIC, Pune for the Maharashtra Government, however, he added that the same was customised for application for Meghalaya employees by NIC, Pune in collaboration with NIC, Shillong and State Finance Department.
The application is web-enabled and can be accessed online through a secured access system which allows additional modules to be added in future as and when required. At present, the application has three main modules. The first module is Basic Data which includes list of Government departments or cadre controlling authorities, various services, cadre and ex-cadre posts and designation, scales of pay, names of field departments or place of postings, pay rules, types of pension benefits, sanctioned posts in each and every offices and scheme code or expenditure heads of accounts.
The module also captures the employee information like name of employee, date of birth, date of entry into government service, name of current office, current post, designation, basic pay, date of increment, GPF contribution, loans availed, information on promotion, transfer, suspension, leave, withholding of increment and bank account. Employees mapped to the master data and by default regulate the pay entitlement of these employees.
The second module is the Payroll which is fully automated. The module processes the salary of an employee on the basis of the rules in the first module and the inputs from the employee information with regard to subscriptions, deductions or refunds and recoveries. It generates salary bill of an employee or group of employees of an office, scheme wise or expenditure wise and lastly it generates a pay order to the bank. For the benefit of the employees, provision for generating message through sms is also being made. Through this second module a number of information can be generated which includes schedules and challans for each and every recovery or subscription towards GPF or contribution towards New Pension Scheme. In addition, the statistics of Government employees can also be generated, either district wise, department wise or office wise and also the date of superannuation of government employees calendar wise. The last module is Service Book which records the history of the service career of an employee which will be available in the form of e-service book.(SP News)
