Shillong, April 16: The Grand Council of Chiefs of Meghalaya, (comprising of Ka Dorbar Ki Khlieh Nongsynshar Ka Ri Hynniewtrep, Federation of Khasi States, Ki Sirdarship, Ki Dolloi, Council of Nokmas) will meet at 11 AM, on 19 April 2013, at Lumjingsuk, Demthring, Shillong to discuss on matters arising from the letter from KHADC and Ministry Home Affairs, Govt of India, relating to the proposed Sixth Schedule (6TH Schedule Amendment Bill 2012 ) to the Constitution of India.
The Grand Council of Chiefs will also deliberate on the observations and the awkward reminder from the MHA which states quote “ State Governments /Councils would be requested to initiate action for codification of traditional Laws” unquote.
The observations / reminders have been made due to the pending codification/ legislation of traditional laws for last many decades, of Acts, Rules, Regulations of the Clan Council – Dorbar Kur, Village Dorbar -Dorbar Shnong, Provincial Dorbar Raid bad State Dorbar Hima within Khasi and Jaintia Hills District. ( Till date our of 54 Hima /Elaka –Including the 25 Khasi States – KHADC authorities have legislated 19 Acts for Hima/Elaka however most of the 19 have no Rules to compliment the Acts legislated as yet, and the rest 35 are yet to be condified and legislated – While in Jaintia Hills Autonomous District Council, no Acts, or Rule have been legislated till date in the 18 Elaka Dolloi and one Sirdarship).
In this Council there will also be deliberation as to the urgent need for the Chiefs and Elders of the Dorbar Kur, Dorbar Shnong, Dorbar Raid and Dorbar Hima to initiate steps from their end to complete their task at the earliest so as to submit them to their respective MDC’s and to ensure that their traditional laws are legislated and codified by the District Councils.(SP News)
