The Rally condemning crime against women held at Dinam Hall, Jaiaw
Shillong, July 25: The Rally condemning crime against women held at Dinam Hall, Jaiaw, Shillong on Thursday, has strongly and unequivocally condemned the increase crime committed against women without distinction of age, of economic and social status in the State of Meghalaya, in the North East and in the whole country of India.
It is greatly disturbed by increasing sexual harassment, sexual molestation, domestic violence in various forms, rape which does not spare small children and even one’s own off-springs and blood relatives, trafficking for sexual slavery, labour which include both women and children despite having so many laws to prevent such inhuman actions perpetrated and penalise sexual offenders, traffickers, rapists and so on.
The Rally participants therefore call and urges upon Government , Faith of different religious institutions, Civil Society, Rights Defenders to seriously take up proactive action to prevent and stop forthwith giving space and quarter for this crime to continue unabated by
At the end of the rally they have adopted the resolution that State Governments in the region to constitute special cells to tackle crime against women and children in the Police Stations, Beat Houses and Outposts;
All State Governments to constitute Special Commissions to handle Crime Against Women and Children not only to receive complaints and adjudicate but to carry out awareness campaign on a war footing at all levels by engaging Village/Local Women Organisations, Village/Local Youth Organisations, Educational and Health Institutions both of the public and private sectors, even translate and disseminate widely the laws, IPCs related on subject matter for public information and understanding;
The Judicial system be restructured in such a way that cases on subject matter are dispensed with in a time-bound manner;
all religious of various faith institutions, including their respective women’s organisations and fellowships to develop and articulate a theology of womanhood whereby women are honoured and respected and given due recognition as equal partners in all matters and created in the divine image;by introducing lessons in the School and College curriculum on sex education, human sexuality and gender justice;
which all stakeholders join hands to prevent further acts of atrocities against women and children by transcending religious and denominational barriers, personality differences, caste, class, ethnic differences.

Jyrwa, member Committee on Ecumenism, Gender and Youth (EGY), Christian Conference of Asia (CCA), Mr. Nobo Kishore, CEO, Centre for Social Development (CSD), Imphal and Secretary, North East Dialogue Forum (NEDF), Ms. Irene Hujon, President, Civil Society Women’s Organisation (CSWO), Ms. Priscilla Kharnaior of the Synjuk ki Seng Kynthei, Shillong Archdiocese, Mr. Joe Lamare, President, Meghalaya Youth Foundation, representative from Women’s College, Rev. Dr. P.B.M. Basaiawmoit, Sr. Adviser, IBSWO & Consultant, NEDF and Mr. G.D. Lakiang, President, Indigenous Biodiversity & Social Welfare Organisation (IBSWO), gave the welcome address Opening Prayer was offered by Rev. P.G. Shillong, July 25: The CSWO today sent another letter of reminder to the Chief Secretary of Meghalaya WMS Pariat demanding that the Inquiry report of (L) Justice Rajkhowaon the infamous Shillong jait break should be Immediately release.
The CSWO alleged the chief secretary that being a government Servant, that he has failed to comply with your duties, to place the report of Justice (L) Rajkhowa, on the Jailbreak Inquiry and the Fake Encounter, before the Legislature when they sat in March 2013.
Sec 3(4) of the Commission of Inquiry Act 1952, clearly stipulates that “The appropriate Government shall cause to be laid before each House of Parliament or, as the case may be, the Legislature of the State the report, if any, of the Commission on the inquiry made by the Commission under sub- section (1) together with a Memorandum of the action taken thereon, within a period of six months of the submission of the report by the Commission to the appropriate Government.”
The General Public would like to be apprised as to why you did not place the report of Justice (L) Rajkhowa, on the Jailbreak Inquiry and the Fake Encounter, before the Legislature when they sat on the 14.3.2013, when the report which was submitted on the 11.1.2013, was lying in the Custody of the State Government, and also especially when public money to the tune of more than 1 crore has been spent on the Jailbreak Inquiry and Fake Encounter Inquiry.
This direct abuse of power by a Government servant is unexpected, when the salary and perks of the Government servant is spent out of public money. This disregard to Public sentiments is disapproved and should not be allowed in the level of Good Governance, in a democratic country.
This intentional delay, points to a fact, that there is most probably a strong connivance between the Government and the perpetrators of the Jailbreak and the Fake Encounter, and by overlooking and hiding the Report you are also abetting the crime. Furthermore, this is the second letter by which we have requested you to provide the report to the Public.
Therefore in the interest of the Public at large, we urge that you kindly release the Report immediately within 7 days, and observe, in your service to the people, and not to the few who are trying to justify illegalities, instead of true Governance. (SP News)
