Meghalaya Government has tried to tackle Influx since 1973

Shillong, Sept 27:  The Government of Meghalaya has tried to tackle influx and illegal immigration into the state since the inceptiMRBon of state hood 1973. The government at that time passes the bill in the Meghalaya Legislative Assembly “The Meghalaya Residential Permit Bill, 1973”, the Bill No.24 of 1973.

The Meghalaya Legislative Assembly pass the bill on the thirteenth day of December, 1973. After passing the bill was sent to Lallan Prasad Singh Governor of Meghalaya, after examining the Bill the governor write “ I reserved the Bill for the consideration of the President”

The The Meghalaya Residential Permit Bill, 1973 wide letter No LL.140/73/30, dated 19th March 1974 was sent to the president of India. After examining the Bill the President of India return the Bill to the Government of Meghalaya with the note on the 24th January 1975 “ I withhold my assent from the Bill.”

In the explanation note while returning the Bill the Under Secretary to the government of India said that “ I am directed to say that Meghalaya Residential Permit Bill, 1973 is relatable to the “Inter-state  Migration”  cover by entry 81 of list 1 of seventh schedule to the constitution as the state legislature is not competent to legislate on the subject.

The president has with held his assent to the bill under article 201 of the constitution of India. Two authentic copies of the bill with necessary endorsement   are enclosed. Their recipient may kindly be acknowledged. (SP News)
