Shillong, March 21: Meghalaya governor RS Mooshahary lamented over the fact the the present of terrorism has brought hindrances to development.
Addressing a two-day International Seminar on India’s Look East Policy and the North Eastern Region held at North East Council, Shillong, the governor said that insurgency has brought about several disturbances when it comes to development.
Stating that in the North east the present of terror groups has also affect the smooth flowing of the Look east policy the Governor said, “Disguised terrorism in the form of kidnapping and extortion in North East is a major hindrance in promoting India’s Look East policy,” even as he maintained that the armed forces have failed to control insurgency despite the use of the Armed Force Special Power Act,(AFSPA).
“Impact of insurgency and terrorism is continuing particularly in Manipur. Inspite of the fact we have taken refuge in AFSPA which gives enormous power to the armed forces to operate, we are not able to control terrorism,”.
Pointing out connectivity, frequent bandh’s, resource mismanagement besides insurgency as the major factors responsible towards the development of North East, Mooshahary said, “The regions development is hampered by the frequent shut down due to bandh, improper connectivity and high level of resource mismanagement, which in other words is corruption that needs to be addressed..”
Meanehile, the governor also pointed out that it is an enormous amount of events that has been terrorising the people depriving the rights of the people to live peacefully in the North East, Mooshahary said, “ A coordinated policy between the north-eastern states and the centre is required for providing a suitable atmosphere for the Look East Policy to succeed.”(SP News)
