Shillong, April 12: The pastor Rev PBM Basaiawmoit sent his memorandum to the Chief Minister of Meghalaya Dr Mukul Sangma asking him not to adopt in the Meghalaya Legislative Assembly the propose amendment to the Sixth Schedule with out taking confidence of the people, The Memorandum is as given bellow.
Dr. Mukul Sangma,
Hon’ble Chief Minister,
Meghalaya. Sir,
It has been learned that there is every possibility of the Meghalaya Legislative Assembly passing/accepting the proposed amendments to the VIth Schedule to the Constitution of India with the Government having 46 MLAs (excluding the Hon’ble Speaker) on its side. Since the context and historical background into the VIth Schedule being included as a Schedule has to be taken into account as well, the merits and demerits of the proposed amendments has to be deliberated widely, particularly, in Khasi & Jaintia Hills, where only the Instrument of Accession only was signed by the ertswhile Khasiat Syiems while the Instrument of Merger, till date, has not been signed, ie. same status as Kashmir, before proceeding, it would be advisable that public opinion be obtained on the proposed amendments. After that exercise, the same can be deliberated on the floor of the Assembly maybe in either the Monsoon or Winter Session of the Meghalaya Legislative Assembly. Adoption of such a process will usher in the convergence of both representative and participatory democracy and would be most healthy. Thank you. Yours sincerely, Rev. Dr. P. B. M. Basaiawmoit
