Shillong, July 4: Aggrieved qualified but unemployed Grade IV candidates of East Khasi Hills district who are genuine to get appointment in various government department demanded the District selection committee to terminate all temporary, officiating and adhoc employees regularise by the Director of Health Services and the joint Director of Health Services of the Shillong Civil Hospital.
This decision came out after an RTI finding which reveals that as many as 51 temporary, officiating and adhoc employees were being regularised within this hospital without following the rules and regulations of the government.
According to a letter issued by the Jt Director of Health Services Dr LL Sawian to the Secretary of the District Selection Committee it was mentioned that that the grade IV staff have rendered long years satisfactory service and had been brought to regular establishment in the Institution by the Director of Health Services (MI), Joint Director of Health Services (SS), Civil Hospital.
However, the association found out through an RTI findings that the list furnised by the Shillong Civil Hospital contradict with the RTI report.
Addressing a press conference here on Thursday Vice President of the Association Badon Pyrtuh said that an RTI report reflect that the date of joining of some employees as temporary appointment however as per the list furnished by the Shillong Civil Hospital the same date of joining of an employee was given as the date of regularisation of the employee by the hospital.
“The regularisation is being conducted since 2007 till date,” Pyrtuh added.
Condemning the Shillong Hospial for going against the employment basis which is not in accordance with the government norms, Pyrtuh questioned the government that if such appointment is being made then the deserving candidates will have to remain unemployed for life.
Pyrtuh also said that such regularisation cannot be made by any department within the district as there were candidates who qualified through the district seclection committe examination and if there be any appointment in any government department, that department should inform the DCS so that it can send its candidates to fulfill those vacancies.
The association also recalled the assurance made by the government which stated that all remaining qualified candidates will be appointed within six months. But if self appointment by government department is being conducted then it is a clear cut picture that the government cannot keep its promises.
Meanwhile, the association urged upon the authority concern to deal with the matter and to expedite steps to stop such appointment and to take necessary action at the earliest.
It may also be mentioned here that out of 209 qualified but unemployed Grade IV employees 56 of them have received their appointment letter and some are still awaiting for their recmmendation from the concern department. (SP News)
