State Government agrees for strengthening the Meghalaya Transfer of Land

Shillong, June 25: State Government agrees to   look into strengthening the Meghalaya Transfer of Land (Regulation ) Act 1971 and Amendment of the Indian Registration Act 1908, so as to recognise the traditional registration documents issued from  the office of Syiem, Lyngdoh, Sirdar, Dolloi and Nokma.  This matter needs  urgent attention from the State  Government as it will also facilitate and help in the resolution of the Assam Meghalaya boundary, since earlier Boundary Commissions failed to consider traditional documents in boundary discussion and based their discussions only on Revenue Documents and on the NE Re organisation Act 1971, and subsequent notifications of the act.

In 2011, a  State Planning Board inspection along Pilangkata, Killing, etc found that a number of people along Meghalaya Assam border are compelled to register their documents with the respective DCs in Assam for availing of their basic needs such as BPL cards, Power, Potable drinking water, as it was difficult to access the  developmental needs from the Meghalaya side as access to these areas were easier and nearer from the plains of  Assam  due to the lack of proper black topped roads from the hills down towards the border of Meghalaya.(SP News)

The concerned department has  been asked to examine the matter.

This was informed recently through a letter , from the Joint Secretary, Chief Ministers, Secretariat, in response to the memo dated 20th  May 2014,  submitted to Dr Mukul Sangma, Chief Minister, Meghalaya  from Mr John F Kharshiing, Co-Chairman, Meghalaya State Planning Board(MSPB) and Chairman, Grand Council of Chiefs of Meghalaya.
