Shillong, August 29: The meeting between the Chief Minister of Meghalaya Dr Mukul Sangma and the NGO;s on the Inner Line Permit issued held at the Main secretariat today failed, as the Chief Minister of Meghalaya Dr Mukul Sangma did not succumb to the pressure of the NGO’s which demanded from the state government to implement of ILP in the state.
The Chief minister asked first the opinion of the NGO’s on the ILP Issued where as Mr Joe Marwein president of the FKJGP as a spokesman of all the ten organizations said that their view is clear that they want the state government should implement the ILP, if not so then they will work out from the meeting.
Mr Marwein said that ILP is the only solution to tackle influx to prevent people coming from outside to Meghalaya.
On hearing from the spokesman the view of the NGO’s the chief minister try to explain to the NGO,s about others mechanism on controlling Influx which will be more effective than ILP. The Chief Minister told the NGO’s that the state government has already formulated the Tenancy Bill which will check people who come to the state of Meghalaya.
He (Dr Mukul) said that according to this bill people who come will have to produce valid document and the house owner has to kept all the document to the police station for further verification. While referring to the non tribal residence in Meghalaya they are declining from year to years according to the census 2011 the non tribal residence in Meghalaya is only 13%.
The Chief Minister justified his stand while ILP is not the solution to tackle influx, he pointed that state who are having ILP the presence of tribal population area decreasing year by year. Taking the example of Arunachal Pradesh which ILP imposed the tribal population in 1971 census is 77% but in the 2011 census the tribal population has deceased to 68%. Nagaland the tribal population in 1971 is 88.61% but in the 2011 census it has decreased to 86%.
Dr Mukul make it clear that the Congress party in their manifesto in the election did not promised the people if they come to power they will implement ILP in the state, the others party like KHNAM who promised ILP lost the election, the HSPDP also promised to implement IPL and the UDP.
The government is conscious about the issued like what the NGO’s also concern about it. The government has tried it’s best to tackle the influx issued, by creating the Directorate of infiltration to check illegal migrant, The Tenancy Bill which will very soon government will enact and many laws which is already exist like the Foreigner Act. The government will deal effectively with the influx but not ILP.
The NGO’s seeing that the government is not willing to accept to their demand for the implementation of the ILP in the state they walk out from the meeting and start shouting slogan at the main secretariat that they want ILP to be implement in the state.(SP News)
