Shillong Nov 27: In a bid to improve elementary education system and to curb school drop outs which has been seen prevelant in the state, the State Advisory Council on Right of Children to Free and Compulsory Education Act 2009 of the Director of School Education and literacy which comprises of officials from the education department besides others met on Tuesday to discuss ways and means pertaining to the implementation of the Right to Education Act 2009 in the state which aimed at providing inclusive education to children.
The State Advisory Council which met for the first time on Tuesday has taken its decision to adopt the RTE Act so as to bring in inclusive elementary education system in the state. In accordance with the provisions of the RTE, the council has aso decided to followed the two important norm which includes Distance norm and population norm, for LP neighbourhood school it has to be within 1 km and for Upper Primary neighborhood school it has to be within 3 km and should cater to 200 children and within 600 respectively.
Talking to media persons after the State Council meeting, State Minister incharge of Education RC Laloo informed that a decision has been taken to adopt the provisions of the RTE by setting up of Lower Primary and Upper Primary neighbourhood school in all the distritcs where in these schools it will be provided a teacher with a diploma in elementary education.
“The neighbourhood school will have to maintain pupil teachers ratio of 1 is to 30 and 30 is to 1 and classroom will also be there for thirty students, permanenet building, drinking water, seperate toilet for boys and girls, kitchen shed, library barrier free access and boundary wall”, Laloo said
He also said that in connection with the RTE, there will be no detention for students so thei evalution will be according to the continuous and comprehensive evaluation (CCE) which is one of the provisions of the RTE whereby the evalution will be on their daily basis. He also informed that the teachers will be provided with training on how to conduct the CCE.
Besides, he also informed that Committe had dicussed on the Academic calender of schools in which a common calender will be set up for all schools.
Meanwhile, Secretary Education F R Kharkongor informed that the state will also adopt the two norms which includes Distance norm and population norm for neighborhood schools which includes for LP neighbourhood school it has to be within 1 km and for UP neighborhood school it has to be 3 km and it school catered to 200 and 600 children respectively.
