Shillong, July 15: A delegation of Chiefs from the Federation of Khasi States, led by John F Kharshiing, Co-Chairman, Meghalaya State Planning Board, Chairman, Grand Council of Chiefs of Meghalaya, Spokesperson, Federation of Khasi States, met Shri. Pynshngainlang N Syiem, MDC & MLA, Chief Executive Member, Khasi Hills Autonomous District Council, today and submitted a memorandum relating to the concerns about the VDA.
The CEM assured the delegation that this bill has been introduced in the recent council session and the council has constituted a select committee chaired by the EM i/c of Elaka along with four MDC, and that if necessary they will examine the need to co-opt more members /experts for this purpose.
There was also discussions on a number of Acts, Rules and Regulations which required urgent amendments which were raised by the Federation of Khasi States, and called on the CEM to initiate a Special Committee to look into these Acts and Rules.
The CEM and EM i/c Elaka agreed to the suggestions and the need for legislation of an Administration Bill for the various Khasi Clans so as to check the abuse of Schedule Tribe Certificates and especially to avoid the disputes and to regulate the governance of Clan Land under the Khasi Hills Autonomous District Council.
The delegation was informed that in connection with the constitution of a Party less Regional Council under the Sixth Schedule specifically for the Chiefs the CEM informed that preliminary draft is being prepared and would be ready soon.
