Shillong, Dec 20: The prevailing controversies on the proposed construction of the four-lane project from Umsning Bye-pass by introducing the project from the existing – National Highway (NH) 40 has drawn flaks of the NGO’s in the state.
Expressing concerned over the issue the Ri Bhoi Students’ Union (RBSU) demanded the government to set up a ‘committee’ to re-look into the matters pertaining to the controversies citing that the land acquisition proceeding has already expired.
Addressing a press conference on Thursday RBSU president Tyngshainlang Lapang informed that the demand came in the wake after the High Court recently disposed of the Public Interest Litigation (PIL) filed by the union in connection with the matter.
“The Gauhati High Court, Principal Seat on December 11, 2012 disposed of the PIL with an observation that the union are not ‘debarred’ from placing their view point before the concern authorities for due consideration”, Lapang said.
Pointing out on the present situation that the district administration had so far not been able to make a smooth ground demarcation for the Umsning Bye-Pass Lapang informed that around 12 – 13 landowners have stiff opposition about the acquisition of their land falling under the Bye pass has filed a writ petition at the Guahati High Court – Shillong Bench.
In view of this, the district administration is proposing for a re-alignment of the Bye-Pass to avoid the property of the those writ petitioners and curving the four lane to a new direction which will make the case of the Bye-Pass far more complicating without easing the process, the president said even as he informed that some of the landowners from these areas where the new alignment is proposed have started to opposed to the process and threatened to move to court.
Meanwhile, the RBSU questioned the government on how can a DPR be prepared and finalized way back in 2003 when the ground demarcation is being conducted only recently on September 3, 2012 which is a gap of 9 years.
As per letter issued on August 29, 2012 it has clearly states that the spot survey and demarcation of the area on the ground which falls under the construction of four-laning of Umsning Bye-Pass is fixed on September 3, 2012 which clearly proves that the DPR 2003 is baseless, the president stated.(SP News)
