News Delhi May 16: The Ministry of Textiles, Govt. of India, will implement the North East Textile Promotion Scheme to develop and modernise the textile sector in the NE Region by providing the required govt. support in terms of raw materials, seed banks, machinery, common facility centres, skill development, design support, etc. The specific objectives of the scheme include increase in the value of textile production, technology upgradation, improvement in design capability, diversification of product lines and value addition, better access to domestic and export markets, clusterisation and improvement in labour productivity.
The scheme will cover all textile sub-sectors, the traditional sectors of Handlooms, Handicrafts, Sericulture and Jute as well as the Powerloom sector and the Garment sector.
The scheme will be implemented in all the states of the North Eastern Region. The state govts will be required to submit project proposals to be implemented by the state govts or jointly with other organizations such as cooperatives, reputed NGOs regd. under Societies Act, Special Purpose Vehicles regd. under Section 25 of the Companies Act. For Central Sector schemes, the projects may be submitted directly.
The expenditure under the scheme will be shared between the Ministry of Textiles and the implementing agency in the ratio 90:10. However, the sharing pattern of expenditure may be modified to 100% expenditure by the Ministry where Central Sector pattern of implementation is followed e.g. Centres of Excellence and Geotextiles, said the PIb released.
