Shillong, Dec 05: The meeting of the Working Group-3, Meghalaya State Planning Board which met today to review the Plan, Expenditure, and Progress of Schemes under Grant-in-Aid to the three Autonomous District Councils in the State.
The meeting chaired by Shri. John F Kharshiing, Co-Chairman, MSPB, a first of its kind convened by the State Planning Board, discussed a wide range of issues relating to the present challenges faced by the three ADCs in Meghalaya, The meeting has decided.
To convene a joint meeting in January 2014, with the Meghalaya State Law Commission, Law Dept, the three ADCs and Standing Counsels in relation to the ongoing codification of customary laws and practices by the State Law Commission.
To set in place time bound Mechanism for codification of Laws of the traditional bodies by the Autonomous District Councils and assent of Bills passed by the three Autonomous District Councils.
Need for a transparent review of the revenue sharing ratio between the State Government, the three ADCs, Traditional Bodies, and Municipal Boards, in view of fund constrains faced by the three Councils.
The need to plug the present leakages from tolls and other taxes both at State and within the three ADCs as a means to increase revenue collection, and to hold a joint meeting with the Meghalaya Commission for Resource Mobilisation.
To evolve a special transparent mechanism in relation to submission of Utilisation Certificates by various Departments of the State including ADCs
The urgent need for creation of three post of Additional District Council Judges and four presiding officers in the Judiciary to address the backlog of cases in the three ADCs
To re-examine the constitutional provisions vis-à-vis the Sixth Scheduled for issue of Schedule Tribe Certificates by the respective ADCs in the scheduled areas.
ADCs to provide a presentation in second week of January 2014 on the need to re-examine the need for specialized human resource manpower shortage faced by the Autonomous District Councils in effectively implementing their objectives as empowered under the Sixth Scheduled
The Meghalaya State Planning Board, Working Group – 3 was addressed and chaired by Bah John F Kharshiing, Co-Chairman, MSPB, and Chairman Working Group -3, in presence of Shri. F Kharlyngdoh, Commissioner & Secretary, District Council Affairs Dept, Govt of Meghalaya, Secretary, GHADC, Joint Secretary, KHADC, A Sangma, Joint Secretary, Law, Shri. H.
