Shillong, March 05: The Deputy Commissioner of East Khasi Hills District said that she has received information has been received that there is an Erection of a Gate by Mawlyngad Pepbah Village along the PWD Road at Pepbah due to an ongoing land dispute between Mawlyngad Pepbah village and Thadan village concerning a cultivable area known as Lyntung.
And whereas, the PWD road is classified as a public utility road and no private individual, village authority, or Dorbar Shnong has the legal authority to obstruct, restrict, or regulate movement on a public road, and erection of any gate or barrier without lawful authorization on a PWD road constitutes an illegal obstruction of public passage.
Whereas, the act of blocking a PWD road has the potential to Escalate tensions between the two villages and disrupt public movement and also create a law and order situation if not addressed promptly.
Now, therefore, being so satisfied. “I, Smti. Rosetta Mary Kurbah, IAS. District Magistrate. East Khasi Hills, Shillong, in exercise of the powers conferred upon me under Section 163 BNSS do hereby prohibit Erection of a Gate at Mawlyngad Pepbah Village along the PWD Road at Pepbah road and allow free movement of the general public of both the villages”.
In view of the urgency of the matter, this order is being passed ex parte and it shall come into force with immediate effect and remain in force until further orders. “Given under my hand and seal this day, the 4th March, 2026”.
