Jowai, March 18: The Jaintia Students’ Union (JSU), Central Body, expresses its utter dismay and deep concern over the complete collapse of administrative integrity and transparency within the District Selection Committee (DSC), West Jaintia Hills. Through rigorous investigation and a recent meeting with the Deputy Commissioner, the JSU has uncovered glaring loopholes, outdated protocols, and a blatant disregard for fair recruitment practices that directly jeopardize the future of thousands of job-seeking youths in our district.
The Union demands immediate intervention from the State Government to rectify the following severe administrative failures, The “Ghost Committee” and Illegal Functioning, Official notifications reveal that the tenure of the previous DSC expired on April 28, 2025. Unbelievably, a new notification reconstituting the committee was only issued on November 11, 2025.
For over six months, the DSC operated without legal mandate. While the government attempted to cover this up with retroactive implementation, the fact remains that advertisements, examinations, and recruitment processes were conducted by an unauthorized body, rendering the entire process vulnerable to legal scrutiny and exposing a massive lapse in governance.
Monopolization by Nominated Members,The November 2025 notification reappointed the exact same non-official Vice-Chairman and Members from the previous term.
The outdated 2014 Office Memorandum fails to cap the number of terms an individual can serve. This loophole is being exploited to monopolize the committee, stifling fresh, unbiased perspectives and raising serious allegations of political patronage at the cost of meritocracy.
The Absentee Member-Secretary, The DSC Cell operates out of the DC Office in Jowai. However, the current Member-Secretary is posted outside the headquarters as the SDO Civil in Amlarem. This geographical disconnect makes day-to-day administration and strict oversight of highly sensitive exam materials physically impossible. The continued reliance on an absentee Member-Secretary is a formula for administrative disaster.
Refusal to Publish Answer Keys, During a recent meeting, the Deputy Commissioner assured the JSU that pending results for posts including LDA Cum Typist, Grade IV, Gram Sevak, Gram Sevika, Copyist, Male Supervisor, and Weaving Demonstrator would be released within a week. However, the DC outright rejected the demand to publish official answer keys, citing that current DSC frameworks do not mandate it. Relying on outdated standard operating procedures (SOPs) to deny transparency is unacceptable. The youth of Jaintia Hills deserve the same standard of fairness provided by the MPSC and other national recruitment boards.
The JSU issues a stern demand to the Government of Meghalaya and the Personnel and Administrative Reforms Department to immediately implement the following: Immediate Amendment of the 2014 DSC SOPs: The government must modernize the outdated framework to reflect current standards of transparent recruitment.
Mandatory 6-Month Recruitment Timeline (State-Wide): The revised SOPs must institute a strict rule that the entire recruitment process—from the date the advertisement is issued to the declaration of the final results—must be completed within exactly six months.
Mandatory Publication of Answer Keys: The new SOPs must legally bind the DSC to upload official answer keys to a public online portal within 48 hours of any examination, along with provisions for candidates to challenge discrepancies.
Strict Term Limits: Implement a strict, non-renewable two-year term limit for the non-official Vice Chairman and Members to prevent monopolization. Appointment of a Resident Member-Secretary: Immediately appoint a competent MCS Officer permanently stationed at the Jowai Headquarters to ensure proper, hands-on administration of the DSC Cell.
Release of Pending Results: The DC must honor his verbal commitment to release the long-pending results for all aforementioned posts within the stipulated one-week timeframe. The JSU refuses to let outdated bureaucracy compromise the hard work of our state’s youth. We issue a strict three-month ultimatum to the Government of Meghalaya to initiate these necessary state-wide reforms and amend the DSC frameworks.
The JSU will not stand by while the future of our educated unemployed youth is played with. If these crucial transparency measures are not adopted and the SOPs are not amended, the Union will be forced to take severe democratic action to ensure justice is served said Mr. Bocheru Mi Pohsnem Education & Employment Cell Secretary, Central Body Jaintia Students’ Union.
