Shillong, June 02: The Grand Council of Chiefs of Meghalaya, to meet on 4th June 2013 to discuss the letter from Ministry of Home Affairs, Government of India.
A meeting was held recently between Mr Pynshngain N Syiem, MLA & MDC, CEM, KHADC and Mr John F Kharshiing, Chairman, Grand Council of Chiefs of Meghalya, Spokesperson, Federation of Khasi States, on 24th May 2013, Shillong, to dicuss the proposed amendment to the Sixth Schedule, including the proposed Village Administration Bill to be taken up by the KHADC in the coming session of the KHADC.
Mr Pynshngain N Syiem, MLA & MDC, CEM, KHADC, expressed his concern as to the need of legislation for strengthening and codifying the administration of Village Dorbar, Dorbar Raid and Dorbar Hima, with Acts and Rules so that they are empowered to meet the aspirations of u khun u hajar (citizens) as per para 3, and para 11 of the Sixth Schedule of the Constitution of India.
He also expressed his serious concern and the need for a through discussion and land policy as to the various customary land laws within various Dorbar Hima(Khasi States), and called for a united effort between the Chiefs and the KHADC.
He looked forward to the State Governments initiative with the center in relation to the proposed Sixth Schedule so as to fulfill the aspirations of the indigenous tribes people of the State.
During the meeting Bah John F Kharshiing, Chairman, Grand Council of Chiefs of Meghalaya, and Spokesperson, Federation of Khasi States, urged Mr Pynshngain N Syiem, MLA & MDC, CEM, KHADC, to see that the KHADC authorities should ensure that Acts, Rules, Regulations should be in consonance with the customary practices, and that Legislation where necessary should compliment and not negate the traditional social, and customary laws of the people.
He also informed the Mr Pynshngain N Syiem, MLA & MDC, CEM, KHADC, that the Dorbar would be meeting on 4 June 2013, at Lumbasuk, Demthring, Shillong, at 11 am, to discuss the above issues including the recent letter from the Ministry of Home Affairs, Govt of India seeking the comments and views of the State GOvt on the memorandum from the Grand Council of Chiefs for Constitution political space in a ‘Partyless Council’ for the Chiefs.(SP News)
