The Govt of Meghalaya has constituted the SEC Prof. S M Sungoh, as its Chairperson

Shillong, July 25: The Government of Meghalaya has constituted the State Education Commission with Prof. S M Sungoh, Department of Education, North Eastern Hill University (NEHU) as its Chairperson.

Other members are, Prof. David Reid Syiemlieh, Adviser Academic, Former Chairman UPSC, Government of India and Shri. Tony T C Marak  Adviser School Sector Reforms, Retd IFS and former Executive Chairman MBOSE, Government of Meghalaya as Advisers and Shri. Ambrose Ch. Marak, IAS, Secretary to the Government of Meghalaya, Education Department as Member Secretary.

Co-opted members include Dr. (Mrs) C A R Diengdoh, Retd CDC NEHU, Shillong, Dr. (Mrs) Vanessa Kharmawphlang, Retd Principal, CTE (PGT) Shillong, Dr. (Mrs) Nikme Salse Ch. Momin, Professor NEHU, Tura Campus, Shri. P Ryngksai, Retd. Addl. Director of School Education and  Literacy, Shillong.

The State Education Commissioner shall come into force with immediate effect and its term shall be for two years.  The term of reference of the Commission is to advise the Government of Meghalaya on matters related to the school and college system, salary and school and colleges structures, school management functioning and accountability.

The committee shall  recommend concrete solutions and strategic intervention and policy decisions for ushering reforms in the school and  higher education system from the perspective of NEP-2020 and fulfilling its various principles and articulation and to recommend reforms and policy changes for promoting quality education in schools, colleges and institutions of Higher and  Technical Education.

The roles and responsibilities of the Commission is to look into all the major issues that are impacting the Education Sector in Meghalaya, on matters relating to management of Aided Schools and Colleges, their performances concerning general administrative functioning, operation and accountability of SMCs.

Consolidation of the different categories of Aided Schools and  Colleges and suggest systems for granting and or upgrading Aided status of schools; establishment of effective mechanism to ensure pay parity with regards to the salaries of teachers under different Aided categories with respect to Government teachers.

To take the way forward for the issues pertaining to teachers under Samagra Shiksha Abhiyan; rationalisation of Schools especially with regards to unviable schools, surplus schools, low enrolment schools (zero enrolment/single digit enrolment), single teacher schools.

Problems relating to availability of language teachers especially in Border Areas; study of existing situation, gaps and issues in depth, of the problem areas of the Education Department; put forward recommendations that will bring about long term and large scale improvements and solutions in the problem areas.

Formulate principles and guidelines that will streamline and improve the condition in the problem areas of the Department; recommend policy changes wherever applicable upon study of policy change proposals submitted by State Government or expert groups of agencies; update the Meghalaya State Education Policy to be sync with the NEP 2020 and to issue guidelines and suggestion on syllabus and curriculum framework for the Schools.
