HITO written to Chief Minister to opposed lease of land to IHCL in Umiam

Shillong, April 09: The Hynniewtrep Integrated Territorial Organization today has sent letter to the Chief Minister of Meghalaya Mr. Conrad K Sangma to opposed the Lease of 66 Acres of Land Near Umiam Lake to Indian Hotels Company Limited (IHCL) for the Development of a 5-Star Taj Resort and Spa.

In the letter the Hynniewtrep Integrated Territorial Organization (HITO), wish to formally express our strong opposition to the recent decision of the Meghalaya government to lease 66 acres of land near the picturesque Umiam Lake to Indian Hotels Company Limited (IHCL), a part of the Tata Group, for the development of a luxury 5-star Taj Resort & Spa. After conducting thorough research and assessing the implications of this project, we feel compelled to voice our concerns on various fronts.

The proposed 60-year lease is marketed as a strategic initiative to enhance high-value tourism in our region, with claims of generating over ₹1,900 crore in revenue. This venture has been presented as a step towards economic development; however, a closer examination reveals potential drawbacks that could harm the local economy and community.

The site is situated near the scenic Umiam Lake in the Ri-Bhoi district, approximately 17 kilometers from Shillong, a location noted for its natural beauty and ecological importance.

The project will be undertaken by Indian Hotels Company Limited (IHCL), which operates under the esteemed Taj brand, known for its luxury offerings.

The entire project encompasses 66 acres, which includes critical environmental zones near Lumpondeng Island and the Orchid Lake Resort.

The lease is set for a duration of 60 years, raising concerns regarding long-term impacts on local land use and property rights.

While the potential for ₹1,982 crore in revenue over the lease period is touted, starting at an annual revenue of ₹4.47 crore and an upfront premium of ₹8 crore, we question how much of this will genuinely benefit the local economy.

Although the project promises significant employment opportunities for local residents, we must scrutinize the quality and sustainability of these jobs in comparison to existing local businesses.

While the state government has assured compliance with environmental laws, including the Forest (Conservation) Amendment Act, 2023, there are widespread concerns among local groups, including the Green-Tech Foundation, about potential ecological ramifications.

This project is part of a broader vision to elevate the Umiam region into a luxury tourist destination, planned alongside a convention center and other sustainable luxury developments. However, we firmly believe that the construction of a new 5-star hotel is not in the best interest of Meghalaya or its residents.

To thier research indicates that the presence of existing luxury hotels, such as Mariott and Vivanta, has severely impacted the local hospitality industry, leading to the decline of guesthouses and homestays in the Shillong area.

The introduction of yet another high-end hotel in the Ri-Bhoi district will likely exacerbate this situation, threatening the livelihood of local homestay operators and diminishing the unique cultural experiences our region can offer. they especially advocate for the growth of local areas like Umbir, which have great potential for sustainable tourism development.

Furthermore, we are concerned that the revenue generated from such projects tends to flow out of our state rather than being reinvested in Meghalaya’s economy. Historical examples, such as the operations of Vivanta and Mariott, demonstrate that these entities primarily benefit from and enrich external economies (such as those of Assam), leaving our local economy compromised.

In concluding our statement, we urge the government of Meghalaya to reconsider this project and halt any further steps toward the establishment of a 5-star hotel near Umiam Lake. Their  concerns be overlooked and our demands remain unaddressed, are are prepared to mobilize and take to the streets in protest, as they are deeply committed to protecting the interests of our community and the environmental integrity of Meghalaya.The letter was sign by the President Mr. Donbol Dkhar and Legal Secretary Mr. Shaniah Nongrum.
