Yingkiong, Feb 01:In a major step towards strengthening national water security and regional development, the people of Karko village in Upper Siang District on Sunday signed a Memorandum of Understanding (MoU) with the Government of Arunachal Pradesh, extending their support for the preparation of the Pre-Feasibility Report (PFR) for the Siang Upper Multipurpose Project (SUMP), a project of national importance.
The MoU signing programme was held at the Meeting Hall of the DC Bungalow, Yingkiong. The MoU was formally signed between Shri Dumiin Nokar, on behalf of the residents of Karko village, and Shri Talo Jerang, Deputy Commissioner, Upper Siang District, representing the Government of Arunachal Pradesh, in the presence of village residents and senior officials.
The programme was attended by Shri Ninnong Ering, Advisor to the Hon’ble Minister (Hydro Power)-cum-Hon’ble MLA, 37-Pasighat West Assembly Constituency, and Shri Alo Libang, Advisor to the Hon’ble Chief Minister-cum-Hon’ble MLA, 34-Tuting–Yingkiong Assembly Constituency, along with senior officials of the district administration and the Hydro Power Department.
Among the other dignitaries present were, Chief Engineer (Siang Basin), DHPD, Er. Karom Preme; Joint Secretary, Hydro Power Department, Shri Hage Lailang; Superintendent of Police, Upper Siang District, Shri Token Saring; Nodal Officer (SUMP), Er. Atek Miyu and Superintendent Engineer (DHPD), Jengging, Er. D. Kamduk.
The MoU signing marks a significant milestone in advancing the preparatory phase of the Siang Upper Multipurpose Project, underscoring a process rooted in informed consent, sustained dialogue and community participation, while ensuring due consideration of environmental and social concerns.
Addressing the gathering, Shri Ninnong Ering, Advisor to the Hon’ble Minister (Hydro Power)-cum-Hon’ble MLA, 37-Pasighat West Assembly Constituency, stated that the agreement reflects the Government’s scientific, transparent and responsible approach towards development. He emphasised that the preparation of a detailed PFR is a critical first step to comprehensively assess technical feasibility, environmental impact and social implications, while safeguarding national security and long-term strategic interests.
Speaking on the occasion, Shri Alo Libang, Advisor to the Hon’ble Chief Minister-cum-Hon’ble MLA, 34-Tuting–Yingkiong Assembly Constituency, reiterated that the Siang Upper Multipurpose Project holds immense long-term significance for Arunachal Pradesh and the nation. He highlighted that the project is envisioned to strengthen energy security, improve flood moderation and contribute to overall regional development, while ensuring that the rights, welfare and active participation of local communities remain paramount.
The residents of Karko village expressed appreciation for the Government’s consultative approach and awareness-building initiatives, and reaffirmed their cooperation during the PFR-related activities of the project.
The MoU signing reflects continued cooperation, transparency and mutual understanding between the Government of Arunachal Pradesh and the people of Karko village in taking forward the preparatory works of the Siang Upper Multipurpose Project.
