Shillong, Nov 27: The CSWO has decided that it will not be part of any agitations anymore, with regards to the demand of any issue, as the legal course is always there, and also because there are few Pro Government people who are trying to take advantage of the demand by causing violence so that the NGO’s get the blame. The CSWO will not condone any form of violence and always stands for using the law as its tool to bring down a corrupt regime. The CSWO also request all other NGO’s to do the same as there is a ploy to suppress any form of protest by some in Governance, and the corrupt in Government will use certain police to create disturbance and put the blame on the NGO’s.
Recently, when the President and the General Secretary of the CSWO had gone to the Lumdiengjri Police station to give their statements with regards to the FIR filed by GK Iangrai, the 2nd in-command of the 6th MLP Battalion against the two NGO’s the KWWADA and the CSWO, there was a remark by one inspector close to SN Roy, that the CSWO had targeted SN Roy the rapist cop, and got him removed from service, since he is a ‘dkhar’.
This comment surely rings a signal that there are some cops who are close SN Roy, trying to target and tarnish the CSWO. The CSWO has never selected who to help on humanitarian grounds, provided it is a genuine case of human rights abuse.
This very inspector close to SN Roy, was also one of the officers who came to make arrest of the President CSWO in the month of March 2013, on the charge of barging into the Secretariat which is a public Office. When making the arrest he did not follow sec 41 A, of the Code of Criminal Procedure (Amendment) Act, 2008 and The Code of Criminal Procedure (Amendment) Act, 2010 where it clearly states as under;
41 A. Notice of appearance before police officer. — “(1) The police officer 1[shall], in all cases where the arrest of a person is not required under the provisions of sub-section (1) of section 41, issue a notice directing the person against whom a reasonable complaint has been made, or credible information has been received, or a reasonable suspicion exists that he has committed a cognizable offence, to appear before him or at such other place as may be specified in the notice.

This officer, it may be mentioned has never been transferred out of Shillong and there are few others like him who do the unlawful practices and remain stationed wherever they wish to be.
Piling cases on NGO’s and speeding up the cases just on mere suspicion, is very hypocritical, when many serious cases are lingering in courts affecting the common man. It is also unfortunate that the Government thinks of the common man only when it comes to discrediting NGO’s. Reports and complaints on the various corruptions of those in Governments affecting the common man, and filed by NGO’s all over the State are hidden and never addressed. People have to run from pillar to post just to get access to Justice.
The CSWO feels that straightening the Governance system and waking up the people, is very essential, as it is only then, that the Indigenous peoples demand will be met, to safeguard Tribal land and its people from being eliminated, by enemies within and outside. The CSWO will continue its fight on critical issues, especially the Land alienation which goes against the very spirit of the sixth Schedule, the various corruption cases, the rising crimes against women and inaction by those in Governance,etc etc, but the fight shall be by the law as always and with the people, as first and foremost is the Respect for Human life, so that anti-social elements, in and outside Government, do not get a chance to stop the intentions of the CSWO. The CSWO also expects that the Government should follow the law equally for everyone, and not only to the common man.
The CSWO demands that the common man should be shown respect in ALL Government offices, and should not be made to dance around. The Government servants will show respect and explain to the illiterate about the various schemes and their Rights. No injustice should be meted out to anyone and the rule of law should prevail.
The CSWO also expects that the business communities should not take undue advantage and that prices of essential commodities should be checked, and also asks all Deputy Commissioners to keep on alert their supply inspectors as there is complaints of rotten rice being issued in rural areas, and notices should be pasted outside the dealers shop and the PDS should be distributed for the whole month and not only on selected days. The poor daily wage earners cannot afford at times to immediately take the PDS so time should be given to them as is mentioned in the Guidelines. There should also be check on the adulteration of pulses where complaints are received that wheat is mixed with pulses (dal). The CSWO also warns the Police extorting all along the Highway and urge the public to take active role in taking photographs and supplying to the CSWO so that action can be taken as per LAW.
The CSWO also warns some in Governance to not tamper with any law laid down as the CSWO has got evidence of such instances and will take its legal course to expose the unconstitutional acts by some in Governance, who are trying to take away tribal lands.
The CSWO also requests and expects, that the media, which is the fourth pillar of Democracy, to publish exactly from the release, and not otherwise if possible.(SP News)
