Shillong, May 09: The former police officer AIG-Administration Mr. Gabriel K Iangrai filed First Information Report with the Sardar Police Station, Shillong for misuse and Tampering of Registration Number of the vec Misuse and Tamperin a ofReatstration Number of the vehicles in the use of Shri Laila Ram Bishnoi the Director General of Police, Meghalaya.
The FIR filed by the former AIG-A stated that “ I have the honour to bring to your kind notice that the “Enquiry Committee constituted vide Letter No. ADG/L&O7 F-33/2022/1 dated 18th July 2022. In its Report Contained 1m Para 1 of page 3, states as follows:- One Hyndai Verna which is parked at Central Workshop has been allotted a fake Number and no Registration of the Vehicle was done by AIG-A, since no documents are available”.
The said Report appears to have been prepared in an easy chair, that is to say without making an on the spot inquiry and cross checking the record of the Transport Department. As per a letter under Right to information (RTI) vide letter No. DTO/s/ 193 dated 27.07.2023 about the said vehicle that is Verna 1.6 VTVT is registered with the Transport Department , Government of Meghalaya, Shillong, as ML-02-A-0001, in the Name of the Director General of Police Government of Meghalaya, Shillong.
The aforesaid information under the RTI by the Transport Department Government of Meghalaya nails down the said Report of the Inquiry Committee, which calls for necessary action against the members of the Committee.
The aspect of the matter is really intriguing would be evident from the following facts, Shri Lajja Ram Bishnoi, who is holding the chair of the Director General of Police. Meghalava, came to Shillong us present posting on 17th May 2022 in a white Kia Carnival Limousine model vehicle, which was having Registration of the Government of Assam but thereafter , it appears Shri Lajja Kam Bishnoi , in an act of Criminal Conspiracy , changed the Number Plate of the vehicle and now he is putting a new Number Plate bearing Registration Number ML-02-A-0001, which number is registered for the aforesaid vehicle Verna 1.6 VTVT.
It has further been learnt that the said white Kia Carnival Limousine is requisitioned vehicle , for the purpose , best known to Shri Lajja Ram Bishnoi, but he is using the same for his personal use, as would be evident from the Photographs of the use and his presence in the vehicle.
As per the Rules and Standard Guidelines, the Director General of Police Government of Meghalaya, Shillong is entitled to use a vehicle within the range of Rs.l2,00,000/= (Rupees Twelve Lakhs) only while the said vehicles the cost almost Rs. 40,00,000/= (Rupees Forty Lakhs) only, to which the Director General of Police Government of Meghalaya, Shillong is not entitled.
All these facts stated above points out only to the Offence of Criminal Conspiracy and Criminal Breach of Trust as well as Forgery and cheating committed by Shri Lajja Ram Bishnoi, Mr. Gabriel K Iangrai , therefore, request register the case against the accused persons mentioned above under appropriate Section Law and prosecute him accordinglv to ensure that he is punished for the same.
Along with the Fire Mr. Gabriel K Iangrai mention that he was enclosing herewith Photographs as stated above relevant portion of the Inquiry committee report and the RTI Letter for your perusal and necessary action, stated Mr. Gabriel K Iangrai in the FIR.
