Resubelpara, March 04: Meghalaya Chief Minister, Mr. Conrad K. Sangma, today, attended the “Our Magnificent Meghalaya – Vision 2032” programme at the Mini Stadium in Resubelpara, marking eight years of the MDA Government and reaffirming the State Government’s commitment to sustainable development, improved service delivery, and inclusive growth.
The programme commenced with a tribute to Late P. A. Sangma, followed by the State Anthem and felicitation of dignitaries.
In his address, the Chief Minister highlighted Meghalaya’s strong economic performance, stating, “Meghalaya today is the second fastest growing economy in the country after Tamil Nadu.” He stressed, however, that growth must be inclusive and people-centric.
“Development cannot be measured only in numbers. It must be holistic. It must percolate to the last person at the grassroots,” he said.
He further emphasised that the State Government’s programmes are designed to ensure balanced and sustainable progress. “Our different programmes and policies are structured to ensure parallel growth of the economy and social development. Economic growth must translate into real change in the lives of our people.”
On the Focus+ Scheme, the Chief Minister announced, “We are relaunching registration for Focus+ from Resubelpara,” informing that 2,000 new beneficiaries would receive cheques and that fresh registrations would begin immediately.
Describing the occasion as a day of remembrance, he recalled that ten years ago the nation, and particularly the Garo Hills, lost a towering leader in P. A. Sangma. He noted the late leader’s immense contributions as an MLA and Member of Parliament, and his role as a strong voice of the North East in Parliament.
“Late P. A. Sangma is still in our midst through his visions, principles and ideals guiding us in our policies and governance,” he stated.
To honour his legacy, the Chief Minister announced initiatives including a museum, a book, and a film dedicated to P. A. Sangma. “Through these initiatives, we will celebrate his life and achievements and ensure that his spirit continues to inspire future generations,” he added.
Speaking on development initiatives, Timothy D. Shira, Minister of Tourism and Agriculture & Farmers’ Welfare, described Focus+ as a transformative programme that benefits producers and farmers by strengthening livelihoods and enhancing income opportunities.
He underscored the importance of the Green Meghalaya initiative in conserving and protecting forests. Reflecting on environmental changes in Resubelpara, he observed that the area was once richly forested but has experienced significant depletion due to jhum cultivation and expansion of settlements.
Expressing concern over environmental degradation, he referred to the declining water levels of the Damring river, attributing it to climate change and human activities. “What was once a gushing river is reduced to a trickling river now,” he lamented.
“It is our responsibility to bring back the greenery and preserve it for future generations,” he urged.
Shira also recalled his close association with P. A. Sangma since 1977, when the latter was first elected as Member of Parliament from the Tura Constituency, and spoke of his lasting contributions to the region and the North East.
Earlier, Dr. Abhishek Saini, Deputy Commissioner, North Garo Hills, delivered the welcome address. He stated that the programme was dedicated to the legacy of Purno Agitok Sangma and highlighted the Government’s goal of transforming Meghalaya into a $10 billion economy by strengthening priority sectors including agriculture, tourism, and entrepreneurship.
He noted that the Focus+ Scheme provides Direct Benefit Transfer of ₹5,000 per household to support agri-value chain activities, particularly in piggery, ginger, spices, and aromatics. He further highlighted the Green Meghalaya Plus Initiative, under which incentives of up to ₹20,000 per hectare per year are provided through a Payment for Ecosystem Services model, with eligibility expanded to include smaller landholders. He reaffirmed the District Administration’s commitment to transparency and timely disbursement of benefits.
Beneficiaries under the Green Meghalaya initiative shared their experiences during the programme, reflecting the scheme’s positive impact on conservation efforts and rural livelihoods.
Cheques were distributed to beneficiaries under Green Meghalaya and Focus+, underscoring the Government’s emphasis on direct benefit transfer and grassroots empowerment.
Vision 2032 is anchored on three core pillars — improved service delivery, sustainable infrastructure, and opportunities for all. The Green Meghalaya programme currently covers 50,000 hectares and is set to expand by an additional 50,000 hectares to further strengthen climate resilience and community-led forest management across the State.
The programme concluded with a vote of thanks by T. M. G. Momin. The event was attended by public representatives, senior officials, community leaders, and citizens from across North Garo Hills. A cultural performance by students of Pascal School formed part of the programme proceedings.
