Shillong, December 08: Mr Banshai Marbaniang residence of Mawsynram village sent a complaints Mawphlang-Balat Roadto the Prime Minister office, since the road from Mawphlang to Balat- Mawkyrwat was in bad condition for donkeys years. As the residence of the area ha made his to campliant to the Prime Minister office seek his intervention for this particular road the letter sent by him is given below as its is.

To, The Office of the Hon’ble Prime Minister Government of India South Block, Raisina Hill New Delhi-11001, India. Subject: – Petition on the dilapidated condition and critically damage of Mawphlang – Balat (MB) Road under the maintenance of Public Works Department (PWD), Meghalaya. Hon’ble Sir, I am born and brought up from Mawsynram, in the State of Meghalaya, East Khasi Hills District. My village is about 56 km away from the district head quarters of Shillong, According to the Guinness Book of World Records,Mawsynram received 26,000 millimetres (1,000 in) of rainfall in 1985 and presently hold 2nd rank of the World Highest receiving rainfall.

Hon’ble Sir, I wish to draw your attention towards the poor maintenance of roads in our locality (See Photos) under the maintenance of Meghalaya PWD (Road). I inform you that from Balat to Shillong there are about 20,000 (Twenty thousand) small and big potholes and even the black topping has been vanished from the road and many accidents happen from time to time and have obtained death penalty. Thus, there is only one single lane and very narrow road where only one vehicle can drive at a time and also the condition of road is very bad.

From time to time the complaints have been lodged to the State Government but no response or attention was being given to the appeal of the Citizens and yet no renovation has ever taken place. The condition of the road becomes most terrible during the rainy season. Moreover, these pits provide breeding ground for the mosquitoes and thus there is an outbreak of mosquitoes in the locality leading to the spread of malaria. The road has been repaired once in10 years and not maintaining for almost about 30 years ago. The distance between Mawphlang-Balat Road is only 72 km 36 mtrs strengthen, and having much pits and after many years this strengthened road again gone from bad to worse condition. The important of this road was that it connected India to Bangladesh and has an effective impact on the economics of the State which the state Government is fully aware. This bad condition of the road starts from Mawphlang up to Balat onwards.

Very importantly is regarding the tourists flow from different countries every year who visit our areas, it was a big shamed because of the bad condition of the road and especially the Om Namah Shivai Yatra Mawsynram Kawar Sangha a religious pilgrimage whoonce in a year taken by the Hindu believers from Shillong to Mawsynram visited Mawjymmbuin (Shivalinga) cave, they are facing problems too due to the bad condition of the road. The Mawphlang-Balat Road is in decrepit condition despite the State Government getting crores of rupees for its repair in 2012, under the Non-lapsable Central Pool of Resources (NLCPR), Rs 12 crore was granted for the Mawphlang-Balat Road. Moreover, last year, Special Plan Assistance (SPA) of Rs 15 crore was sanctioned for road repair.

There was also a special grant for roads under the Special Area Programme for border area roads under PWD and the expenditure was Rs 1,950.79 crore. Villages that were left unattended due to bad road condition include Phlangwanbroi, Tlongpleng, Pyndensohsaw, Balat and Mawsynram-Ryngku Border Road. Lots of people talking about this issue, even the NGO of that particular area express the same. So, as a part of the citizen from that area, once again I came forward to bring as information to the Govt. of India to look into to the matter concerning towards my appeal. Hon’ble Sir, your kind intervention and immediate action in this regard will be highly appreciated especially by the local resident and the commuters of this road which I feel it is equally important as the other National Highway. Thanking you your humble petitioner Shri. Banshai Marbaniang from Mawsynram Village East Khasi Hills District.
