Shillong, July 12: The Grand Council of Chiefs (comprising of Ka Dorbar Ki Khlieh Nongsynshar Ka Ri Hynniewtrep, Federation of Khasi States, Ka Dorbar Ki Dolloi, Ki Sirdarship and Council of Nokmas) held an emergent meeting today 11 July 2013, at Lumjinsuk, Madanryting, Shillong, under the Chairmanship of Bah John F Kharshiing, Co-Chairman, MSPB, Chairman, The Grand Council of Chiefs of Meghalaya, Chairman, Ka Dorbar ki Khlieh Nongsynshar Ka Ri Hynniewtrep, Spokesperson, Federation of Khasi States, to discuss the proposed KHADC Village Administration Bill 2013; the proposed amendments to the Sixth Schedule-Constitution Ri India and preparation for the gathering of the Chiefs on 13 August 2013, at the Khasi National Dorbar Hall, Mawkhar at 11AM to discuss the 65 years of the national commitment as agreed through the Instrument of Accession and Annexed Agreement signed and accepted between the Government of India and the Twenty Five Khasi States on 15 Dec 1947 and 17 August 1948
After threadbare discussions the Dorbar authorized the Chairman, Bah John F Kharshiing, to facilitate a meeting with Bah Pynsngainlang N Syiem, MLA & MDC, CEM, and Bah L Blah, MDC, EM i/c Elaka, KHADC, on 15 tarik July 2013 at 1pm to further discuss the proposed Village Administration Bill 2013 with the KHADC officials.
The Dorbar also discussed the impact of the proposed bill on the already existing institutions of i)Dorbar Shnong, ii) Executive Dorbar Shnong, iii) Local Committee (Development) and iv) Village Courts already passed and legislated by the KHADC earlier, and resolved to urge the KHADC authorities to review the proposed sections of the above mentioned Bill.
The Grand Council of Chiefs of Meghalaya, also urged the KHADC to propose necessary amendments for constitution of a partyless Regional Councils in accordance with the provisions of the the Sixth Schedule within the State of Meghalaya so as to provide constitutional space for the partyless Traditional Institutions of the State.
In response to the many request from the Sordar and Rangbah Shnong relating to the upcoming delimitation of MDC Constituencies, Mr John F Kharshiing, Co-Chairman, MSPB, & Chairman, The Grand Council of Chiefs of Meghalaya, stated that the Dorbar has no say in the matter as these are affairs under the KHADC and the political parties. He further clarified that the Sixth Schedule is today a constitution for ten Autonomous District Councils in the North East, and said that even the voting for the MDC in the ADCs was based on political parties, and reiterated that the MDC’s were not elected on the basis of the traditional boundary of the Hima or Elaka, hence the Dorbar was incapable to interfere or intervene with affairs of the Autonomous District Council Rules.
The Grand Council of Chiefs made a call today to all the Chiefs from the Dorbar Shnong, Dorbar Raid and Dorbar Hima to assemble on 13 August 2013 at the Khasi National Dorbar Hall, Mawkhar, Shillong, as part of the remembrance of sixth five years (17Aug 1948 – 17Aug 2013) when the Instrument of Accession & Annexed Agreement, was accepted by the Government of India and the Twenty Five Khasi States on 17 tarik August 1948,
