Shillong, Sept 30: The Meghalaya Identification, Registration (Safety & Security) of Migrant Workers (MIRSS) Act & Rules 2020 mandates that every Migrant Worker shall have to register himself/herself and obtain a separate Registration Card as issued under the provisions of this Act and rules made thereunder.
It shall be the duty of every contractor and employer, employing or engaging any Migrant Worker in any manner whatsoever to ensure the registration of such Migrant Worker failing which, the owner of any such establishment shall be liable to penalties under relevant provisions Of the Act. The application for registration has to be submitted online to the concerned Registering Officer Of the area in which the migrant worker is to be employed.
The application fee is fifty rupee and the applicant may apply by clicking link the Labour Commissioner-s Portal (megle.gov.in) or the Invest Meghalaya Portal (https://mspsdc.meghalaya.gov.in) or the website of the Meghalaya State Public Service Delivery Commission or from any Common Service Centre or through the help desk at the District Labour Offices across the State.
As per the MIRSS Amendment Rules, 2026. the revised list of documents to be submitted at the time of application are, Voter Identification Card, Driving License Number and permanent Account Number (PAN)/ Below Poverty Line (BPL) Card/Any Other documents issued by the Government or its Authority (withthe exception Of AADHAR) Police verification report.
Crime and Criminal Tracking Network Systems of the State Police Department will also be utilized for the purpose of provisional police verification till the completion of the police verification process by the State Police not later than a period of 30 days.
Once the application is approved, the Registration Card will issue and shall be valid for a period of 179 day; it is liable for renewal after the expiry of the above validity period, subject to application being made not less than 30 days before the date on which the registration card expires.
Any contractor and employer found in contravention of the above Act shall be liable to the following penalties, for the first offence. a fine often thousand rupees; for the second offence, a fine of twenty-five thousand rupees and for the third and every subsequent offence, a fine of upto one lakh rupees or simple imprisonment for a term which may extend to three months, or both.
It has come to the notice of the undersigned that various fraudulent Registration Certificates and Acknowledgement Slips are being generated and shown at the various check gates of the State and in other areas. Any unauthorized duplicate document or electronic record with fraudulent intent is punishable Bharatiya Nyaya Sanhita (BNS).
