Shillong, Oct 21: The president of India Pranab Mukherjee in his address to the Meghalaya Legislat
ive Assembly, pointed out the “ Democracy mean Dialouge”. There are three thing required, Debate, Discussion and decision.
The president remind of the Anna Hansare issue, the government call them for the discussion with them not less than eight times, the government as them to draft the document and the government accept it.
In any problem the government should open up dialogue so that we can take the nation a head, we should also spread the message of non-violence, not confrontation but conciliation. In any issue “ we may like or dislike but elected leaders should take the issue”.
Democracy can be strengthen with independent Judiciary, should have free media and free civil society, when the point out the right thing government should tried to understand about the issued.
The president point out it is the house which passes the money bills; the government will not be able to spent a single pisa with out passing the budget or in the form of supplementary demand. The MP and the MLA should discuss more on this issued and the house should have more sitting just not to complied with the constituently obligation.
The president also appreciated the Meghalaya Legislative Assembly since there are minimal disruptions during session. He also said that from his observation he fine that there are state which have their sitting only five to sixth weak in a year.
The president reminded the house that when the state of Meghalaya was created when the bill was passed in parliament the leaders from the state are fill with joy, like the First Chief minister of Meghalaya Captain Williamson Sangma, Professor G G Swell, PR Kyndiah, P A Sangma, HS Lyngdoh and the prominent personalities is the contribution of J J M Nicols Roy who is a members of the constituent Assembly in drafting the constitution,
