Shillong, Nov 29: The District administration of the East Khasi Hills District after due consideration has granted the permission to NGOs to hold public meeting tomorrow at Madan student at Jaiaw under various condition.
The press statement of the District administration said, issues have been raised about the democratic right of the organizations to hold public meetings. The issue has been examined and we are of the opinion that democratic rights should be respected
and the onus of ensuring the exercise of this right in a democratic and peaceful manner DEFINITELY lies of the organizations who are seeking permissions for such public meetings.
Therefore after assessment from the police permission has been given for rally on 30th nov subject to following conditions,
Timing for the meeting would be from 11.00 A.M. to 3.00 P.M positively.
The Organizer should ensure that the order of the Hon’ble Supreme Court of India is strictly adhered to with regard to the use of P. A. System.
The Organizer should ensure that no types of weapon like knife, rods or any other lethal weapons are allowed to be taken inside the venue by anti-Social elements which may vitiate the atmosphere inside or outside the venue which may lead to breach of law and order.
Any untoward incident which may happen before, after and during the meeting leading to breach of peace and public tranquillity would be the sole responsibility of the organizers and they would be liable for legal action as per law.
The organizer should instruct the speakers in the meeting not to indulge in any inflammatory speech with a malafide intention to incite the crowd which may lead to communal unrest and breach of peace and public tranquillity.
The Organizer should strictly ensure that there should no be any disruption to normal flow of vehicular traffic and pedestrians including the school and college going students.
The Organizer should detail enough volunteers to ensure that no any untoward incident happens before, during the course of or after holding of the meeting.
The Organizer should ensure that crowd is dispersed peacefully from the venue without holding any procession thereafter.
The Organizer will inform traffic Police of arrangement made for parking of vehicles and if any assistance is required from the Police side.
No procession of any kind is allowed before or after the public meeting.
Any violation of any of the conditions mentioned above would lead to cancellation of the permission and the applicant, the organizer and all the leaders and officer bearer of participating organizations would be solely responsible for the same personally as well as jointly.
