Bihar LA committee on subordinate legislation visits Meghalaya Assembly

Shillong, June 15: The Committee on Subordinate Legislation of the Bihar Legislative Assembly on Monday held an interaction meeting with its counterpart from the Meghalaya Legislative Assembly during a study visit to the State. The meeting was chaired by the Hon’ble Speaker of the Meghalaya Legislative Assembly, Shri Thomas A. Sangma.

The Bihar delegation was led by the Hon’ble Chairman of the Committee on Subordinate Legislation, Shri Manohar Prasad Singh. Other members of the delegation included Shri Chinmay Atit Singh, Shri Murari Mohan Jha, Shri Pankaj Thakur, Shri Sujit Kumar, Shri Abidur Rahman and Shri Aasif.

Officials accompanying the delegation included Shri Suraj Kumar, Shri Pankaj Kumar Rai, Shri Shubham Kumar, Shri Abhishek Kumar and Shri Chandan Kumar Jaiswal.

The Meghalaya Committee on Subordinate Legislation was represented by its Chairman, Shri Gavin Miguel Mylliem, along with members Dr. Mizanur Rahman Kazi and Shri Damanbait Lamare.

Secretary of the Meghalaya Legislative Assembly, Shri Malthus S. Sangma, and other officers of the Assembly Secretariat were also present during the meeting.

Speaking on the occasion, Speaker Shri Thomas A. Sangma said that the Bihar Committee on Subordinate Legislation was on a study tour of Meghalaya and had paid a courtesy visit to the Meghalaya Legislative Assembly. He expressed his pleasure in receiving the delegation and described the interaction between the two committees as productive and insightful.

The Speaker informed that the members discussed the present functioning of the Committees on Subordinate Legislation in their respective Legislative Assemblies and exchanged views on legislative procedures, best practices and operational mechanisms. Members from both States shared their experiences, making the interaction highly constructive.

Shri Sangma further noted that the visiting delegation took keen interest in the functioning of the Meghalaya Assembly’s committee system and appreciated the practices adopted by the State Legislature. He added that the Bihar delegation was impressed by its visit to Meghalaya and found the discussions beneficial.

The Committee on Subordinate Legislation is an important legislative mechanism functioning within State Legislative Assemblies across India.

Its primary role is to examine and report to the House on whether the powers delegated by the Legislature to the Executive for framing rules, regulations, bye-laws and other subordinate legislation are being exercised within the scope and intent of the parent legislation.
