KHADC Appoints second Acting Chief in Mawiang Syiemship

Shillong, May 02: The Elaka Department of the Khasi Hills Autonomous District Council  As part of resolving the administration within Hima Mawiang Syiemship, (Mawiang State), the Elaka on 24th April 2013, appointed Basan Jrastan L Peinlang, as the second Acting Chief of Mawiang Syiemship as the Executive Dorbar expressed dissatisfaction with the earlier Acting Chief as he strangely convened the numerous meetings of the Executive Dorbar in absence of the Myntri’s(Basan).  Notably the KHADC is yet to frame the Acts or Rules of Mawiang Syiemship.

It may be noted that till date out of the 25 Khasi States, only 12 Succession Acts have been legislated by the KHADC, while no Acts have been legislated till date by the KHADC for the other 13 important Khasi States.

It may also be mentioned that except for two Khasi States, that is Nongstoin Syiemship and Maharam Syiemship, who have managed to get their own separate KHADC Acts and Rules legislated, while the KHADC is yet to legislate and frame Rules for the rest 23 Khasi States, which has resulted in frequent political interferences, instability and numerous lengthy court disputes between the KHADC and the Chiefs, sometimes reaching right upto the door steps of the Supreme Court.

With regards to the 29 Sirdarships (erstwhile British Areas), as per khadc.nic.in website, the KHADC authorities have legislated only 7 Sirdarship Acts so far against the 29 in existence, these 29 Sirdarships, were, during British conquest annexed and hence were subjugated detached from their erstwhile Syiemships. The 29 Sirdarships were not privileged to the status of Khasi States or Indian State as accorded to the 25 other Khasi States.

Mawiang Syiemship, (Mawiang State) one of the 25 Khasi States, comprises of 24 villages, including a mix of eight Garo and Hajong  villages, they share their boundary with Nobosohpoh Syiemship, Maharam Syiemship, Nongkhlaw Syiemship, Nongspung Syiemship, and Myriaw Syiemship, and it also administers Nolikata area, which is under its jurisdiction along the Indo-bangla border of Bangladesh.

The seven Clan Chiefs known as Myntri’s or Basan (Ministers) also traditionally known as ‘Basan’ Lyngdoh Peinlang,  ‘Basan’ Thabah, ‘Basan’ Pariong Sawkpoh, ‘Basan’ Pariong Shikpoh, ‘Basan’ Marthong, ‘Basan’ Marwein,  and which includes ‘Basan’ Bah Hopingstone Lyngdoh Nonglait, MLA, Nongstoin, and a long time former MDC,  who has held important positions as CEM, and EM of the KHADC, of Hima Mawiang Syiemship.

We look forward to renewed efforts and initiatives from the State Government,  and especially the present honourable MDCs of the KHADC to urgently assist and address the difficulties faced by the Khasi States, in legislation, and codification of their respective Acts and Rules within an achievable time frame of three months.(SP News)
