Shillong, 1st September, 2026: The Chief Electoral Officer (CEO), Meghalaya, today chaired an online review meeting with the Deputy Commissioners/ District Election Officers (DCs/DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) and other concerned election officials to review the progress of the ongoing Claims & Objections, Notice and Hearing Phase under the Special Intensive Revision (SIR), 2026.
A separate weekly review meeting with representatives of the Recognized National and State Political Parties was also held today to apprise them of the progress of the SIR and to review issues relating to notice delivery, hearings, claims and objections, appointment of Booth Level Agents (BLAs), grievance redressal and other activities connected with the revision exercise.
Notice Generation, Delivery and Hearings Reviewed, During the meeting, the Chief Electoral Officer undertook a detailed district-wise review of the generation and delivery of notices and the progress of hearings for electors whose records could not be linked with the previous SIR 2005 records or where discrepancies had been identified in the mapping process.
As per the latest position, 6,51,735 notices have been generated, of which 5, 71,989 notices have been delivered to the concerned electors. The districts were directed to expedite the delivery of the remaining notices and ensure that the electors concerned are provided sufficient opportunity to attend the scheduled hearings and furnish the required supporting documents.
The hearing process is underway across the State, and 1,29,298 hearings have been conducted, representing 19.84% of the notices generated. So far, 297 electors have been found ineligible following the prescribed process of verification and hearing.
The CEO directed all EROs/AEROs to ensure that each case is examined individually and strictly in accordance with the prescribed procedure. Electors receiving notices must be given adequate opportunity to appear, clarify discrepancies and furnish the required supporting documents.
The Chief Electoral Officer reiterated that no name appearing in the Draft Electoral Roll shall be deleted without due process, issuance of notice, inquiry and a fair and reasonable opportunity of hearing to the elector concerned. The ERO/AERO shall pass a proper reasoned speaking order before taking a decision in such cases.
SIR Activities Resume in East Khasi Hills District The meeting also took note of the resumption of the Claims & Objections and hearing process in East Khasi Hills District with effect from 31st August, 2026, following the temporary disruption of scheduled hearings due to the prevailing law and order situation.
The concerned EROs/AEROs have resumed activities under the SIR, including service of notices and conduct of hearings. Electors whose hearings had earlier been postponed are advised to remain in contact with their respective BLO/ERO/AERO and attend the hearings as per the revised schedule communicated by the concerned authorities.
The district election machinery has been directed to ensure that electors affected by the temporary disruption are provided adequate opportunity to participate in the hearing process and that the pending hearings are taken up expeditiously within the prescribed SIR timeline.
Extension of SIR Schedule, In view of the situation that arose in Shillong last month, which resulted in disruption of the Claims & Objections and hearing process, the schedule for the ongoing Special Intensive Revision (SIR), 2026 in Meghalaya has been extended by 14 days to provide adequate opportunity to electors to participate in the revision process.
The revised schedule is as follows, Last date for filing Claims and Objections18th September, 2026, Last date for disposal of Claims and Objections and Notice and Hearing process on 17th October, 2026 and the final publication of electoral roll on 21st October, 2026.
The extension will provide additional time and adequate opportunity to electors, particularly those affected by the disruption in Shillong, to file claims and objections, respond to notices, attend hearings and furnish the required supporting documents.
The additional period will also enable the EROs and AEROs to complete the hearing, verification and disposal of cases carefully and in accordance with the prescribed procedure.
No Mapping and Mapping Discrepancy Cases. The meeting also reviewed cases requiring further verification under the Notice Phase. As per the data reviewed, 2,22,786 electors fall under the No Mapping category, while 4,28,858 electors have been identified with mapping discrepancies, aggregating to 6,51,644 cases requiring verification.
The mapping discrepancies identified through ECINET include, among others: mismatch between the elector’s name and the name available in the previous SIR 2005 records;mismatch between the elector’s parent’s name and the corresponding name recorded in SIR 2005; age difference between the elector and parent being less than 15 years or more than 50 years.
Age gap of less than nine months between siblings linked to the same parent; more than six children being linked to the same parent; and age difference of less than 40 years between an elector and grandparent.
The CEO directed the DEOs/EROs to closely monitor these cases and ensure that every elector concerned is provided an opportunity to clarify the discrepancy during the hearing process.
Claims and Objections Reviewed, the CEO also reviewed the applications received after publication of the Draft Electoral Roll. The EROs/AEROs were directed to ensure timely scrutiny and disposal of Form 6 applications for inclusion, Form 7 applications for objection/deletion and Form 8applications for shifting and correction of particulars.
Grievance Redressal and Assistance to Electors, the functioning of the various grievance redressal mechanisms was also reviewed, including the 1950 Voter Helpline, alternate mobile helplines, NGSP Web Portal and the “Book a Call with BLO” facility.
The districts were directed to ensure that requests and grievances received from electors are attended to promptly, particularly during the ongoing Claims & Objections and hearing process.
Weekly Review with Political Parties, during the weekly meeting with the Recognized National and State Political Parties, the CEO briefed their representatives on the progress of notice generation and delivery, hearings, Claims & Objections and other ongoing activities under SIR, 2026.
The CEO appreciated the continued participation of the political parties and their Booth Level Agents (BLAs) and requested them to continue assisting electors in checking their names and particulars in the Draft Electoral Roll, responding to notices, attending hearings and filing appropriate claims and objections wherever required.
The Chief Electoral Officer reiterated that regular engagement with political parties is an important part of the SIR process and contributes towards ensuring transparency, inclusiveness and greater public participation in the revision exercise. If your name is in the Draft Electoral Roll and is mapped with SIR 2005.
If your name is in the Draft Electoral Roll but is NOT mapped with SIR 2005 or thereis a mapping discrepancy, You may receive a Notice for Hearing from the ERO. Do not ignore the Notice. Attend the hearing on the scheduled date and time and produce the required supporting documents.
If your name is not included in the Draft Electoral Roll: You can still apply for inclusion by submitting Form 6 along with the prescribed Declaration Form and supporting documents during the Claims & Objections period.
The Office of the Chief Electoral Officer, Meghalaya, appeal to all electors to make full use of this extended period. If your name is not in the Draft Electoral Roll, please file Form 6. If you have received a notice, please attend your hearing and furnish the required documents. The extension has been provided to ensure that every eligible elector gets adequate opportunity and that no eligible elector is left behind.”
