The Government will invite views and comments from all parties on the MRLV of Tenants Bill, 2013

Shillong, Oct 03: The issue of influx and illegal immigration become one of the core issues being taken up by various NGOs, Civil Societies etc. On the other hand, the Government is also equally concerned on the issue and is serious to mitigate the problem arising out of influx. Therefore, the Government has vide Notification No. No.POL.161/2012/1, dated 4th September, 2012 constituted the High Level Committee on Influx under the chairmanship of Shri Bindo M. Lanong, former Deputy Chief Minister and Notification No.POL.161/2012/2, dated 4th            September, 2012 the High Level Official Committee on Influx under the chairmanship of the Chief Secretary.

The High Level Committee on Influx under the chairmanship of Shri Bindo M.    Lanong, former Deputy Chief Minister submitted its report and recommended the introduction of ILP throughout the State of Meghalaya through appropriate legislation which should include Garo Hills also, by looking into the legality of repeal order of 1897. The proposed ILP could be structured in a manner that would facilitate the participation of traditional institutions, NGOs and civil society and due care be exercised so that genuine residents of the State should not be subject to undue harassment.

The recommendation of the High Level Committee on Influx under the chairmanship of Shri Bindo M. Lanong is very vague and does not contain any material for appraisal and discussion by the Government.

However, the High Level Official Committee on Influx under the chairmanship of the Chief Secretary has come up with the draft Meghalaya Regulation of Landlord and Verification of Tenants Bill, 2013 which was discussed today in the Cabinet. The Government will invite views and comments from all interested parties and relevant stakeholders on any possible issues relating to the Bill, before the same is finally introduced in the Legislature for enactment.
