Shillong, Sept 29: The Chief Electoral Officer (CEO), Meghalaya, Dr. B.D.R. Tiwari, IAS, today held a virtual review meeting with the Deputy Commissioners/District Election Officers (DCs/DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) and other concerned election officials to review the progress of the ongoing Special Intensive Revision (SIR), 2026 across the State.
A separate meeting with representatives of the Recognized National and State Political Parties was also held, during which the latest progress of SIR 2026 and the recent directions of the Election Commission of India (ECI) were discussed.
During the virtual meeting, the CEO reviewed the district-wise status of notices and hearings. Out of 21,69,243 electors in the Draft Electoral Roll, 6,51,735 notices were generated. As per the latest position, 6,51,066 notices have been delivered, with 619 notices reported as pending delivery.
A total of 5,90,784 hearings has been completed, representing 90.65% of the notices generated. So far, 910 electors have been found ineligible for the Final Electoral Roll after the prescribed process, while 19,07,182 electors from the Draft Electoral Roll have so far been parked for Final Publication.
The CEO directed all DEOs, EROs and AEROs to closely monitor the remaining cases and ensure their timely disposal while safeguarding the right of every concerned elector to a fair and reasonable opportunity.
The meeting also discussed the latest directions of the Election Commission of India contained in Press Note No. ECI/PN/120/2026 dated 26th September, 2026.
In accordance with the directions of the Commission, in cases where notices have been issued during the ongoing SIR on account of No Mapping or logical discrepancies, the concerned BLOs will visit the homes of such electors, collect the required documents and upload them on ECINET for consideration and decision by the ERO. Such electors ordinarily need not visit the ERO/AERO office for a hearing.
Only in exceptional circumstances, as decided by the ERO, will a hearing be required, and such hearing should preferably be conducted online. Where a hearing is required, the elector may also authorise any adult member of his or her family to attend the hearing on his or her behalf. Facilities for online hearings are also to be strengthened.
The CEO directed the DEOs, EROs, AEROs and BLOs to ensure that these directions are implemented effectively so that electors, particularly senior citizens, persons with disabilities and those facing difficulties in travelling to ERO/AERO offices, are appropriately facilitated.
Help Desks and CampsThe ECI has further directed DEOs to establish an adequate number of help desks and organise special camps, as required, for persons living in night shelters, labourers, economically disadvantaged persons, homeless persons and other vulnerable sections, so that they are appropriately facilitated in matters relating to electoral registration.
The CEO directed all DEOs to assess local requirements and make appropriate arrangements to ensure that eligible citizens requiring assistance are not left out of the electoral process.
The meeting also reviewed applications received and digitised during the revision process. So far, 12,624 Form 6 applications, 1,616 Form 7 applications, 1,590 Form 8 applications for shifting and 7,429 Form 8 applications for correction have been received and digitised across the State, aggregating to 23,259 applications.
The concerned EROs and AEROs were directed to ensure proper scrutiny and timely disposal of these applications in accordance with the prescribed procedure.
No Mapping and Mapping Discrepancy Cases, Of the 6,51,735 notices generated, 2,22,786 relate to electors under the No Mapping category, while 4,28,949 relate to cases involving mapping discrepancies.
The CEO reiterated that No Mapping, a mapping discrepancy or receipt of a notice does not by itself result in deletion of an elector’s name. Each case has to be dealt with in accordance with the prescribed procedure and the latest directions of the Commission.
Political Parties Continue Participation through 1,814 BLAs, The participation of political parties through their Booth Level Agents (BLAs) was also reviewed. A total of 1,814 BLAs have been appointed by the Recognized National and State Political Parties — 736 by NPP, 186 by INC, 121 by UDP, 320 by VPP, 393 by BJP and 58 by AITC.
Inclusion Continues after SIR through Continuous Updation,The ECI has also reiterated that an eligible person whose name is left out during SIR or thereafter, as well as young and first-time voters, may apply to the concerned ERO for inclusion of his or her name in the Electoral Roll under the process of continuous updation. CEOs, DEOs and EROs have been directed to facilitate such enrolment through a special drive.
The CEO emphasised that this provision should be widely publicised so that eligible citizens understand that the electoral registration process continues even after completion of the SIR exercise.
With the Claims & Objections period in Meghalaya having concluded on 18th September, 2026, the CEO directed the election machinery to concentrate on the remaining statutory processes leading to preparation and Final Publication of the Electoral Roll.
Electors may access voter-related services through the Voters’ Service Portal or through the ECINET Mobile App. The CEO further emphasised that every elector should check and confirm his or her name in the Final Electoral Roll after its publication.
Your name must be included in the Electoral Roll in force to be eligible to vote. Possession of an EPIC alone does not entitle an elector to vote if his or her name is not included in the Electoral Roll.
The Office of the Chief Electoral Officer, Meghalaya reiterated its commitment to an accurate, inclusive and transparent Electoral Roll, with the objective that: “NO ELIGIBLE ELECTOR SHOULD BE LEFT BEHIND.”
