Shillong, Sept 16: The Health and Family Welfare Department, Government of Meghalaya, has issued the Combined Counselling Standard Operating Procedure (SOP) for MBBS Admissions for the Academic Year 2026-27, covering a total of 138 MBBS seats under the Central Pool and other quotas allocated to Meghalaya and the State Quota of Shillong Medical College (SMC).
The Combined SOP consists of two parts. Part I covers 96 MBBS seats allocated to Meghalaya under the Central Pool and other quotas, while Part II covers 42 State Quota seats in Shillong Medical College. The counselling process will be administered by the Meghalaya State Counselling Authority for Medical Education (MSCAMA). As far as practicable, counselling for both categories will follow a common and synchronised process based on a single merit list prepared from the NEET-UG 2026 All India Rank.
The 96 seats under Part I include 53 Central Pool seats, 14 seats at NEIGRIHMS, 16 seats at RIMS Imphal, 10 seats in Government Medical Colleges of Assam and three seats in Tripura. The reservation distribution provides 39 seats for the Khasi and Jaintia category, 39 for the Garo category, 14 Unreserved seats and four seats for SC/OST categories, subject to applicable provisions.
For Shillong Medical College, the National Medical Commission (NMC) has sanctioned 50 MBBS seats for 2026-27, of which eight will be allocated under the All-India Quota and 42 under the State Quota. The State Quota seats will be distributed in accordance with the Meghalaya State Reservation Policy, comprising 40 per cent Khasi and Jaintia, 40 per cent Garo, 15 per cent Unreserved and five per cent SC/OST.
Admission will be based on NEET-UG 2026 performance and the applicable State reservation policy. Candidates must fulfil the prescribed academic, domicile, category and other eligibility requirements. They must have passed Class XII or an equivalent examination with Physics, Chemistry, Biology/Biotechnology and English, and must be at least 17 years of age by December 31, 2026.
Candidates will be required to register online as notified by MSCAMA and undergo verification of NEET qualification, identity, category certificates, Permanent Residential Certificate (PRC), educational qualifications and other relevant documents. Original documents will be verified at the time of physical reporting. Candidates claiming reservation under the Meghalaya quota must fulfil the prescribed indigenous status and documentation requirements.
The SOP provides for four rounds of counselling, including the Stray Vacancy Round, in accordance with applicable national counselling guidelines. Candidates allotted seats will be required to report and complete the prescribed admission formalities. The SOP also provides for procedures relating to seat surrender, vacant seats, PwBD assessment and tie-breaking criteria.
Candidates admitted under State Government-sponsored MBBS seats will be required to execute a bond with the Health and Family Welfare Department. MBBS graduates admitted under the State Quota will also be required, under the applicable Mandatory Medical Public Service Policy, to render a minimum of five years of service in Government hospitals or recognised Mission hospitals, subject to the prescribed rules and conditions.
MSCAMA will operate a State Counselling Control Room, help desk and grievance redressal mechanism throughout the counselling period. It will also issue counselling notifications, FAQs, bilingual information materials and instructional videos through official channels and monitor social media platforms to address misinformation, fake notices, fraudulent websites, impersonation and cyber fraud.
