Geneva March 13: Debating on the issues of the country human rights situation that requires the 22nd Session of the UN Human Rights Council attention here at Geneva, Switzerland, “India has an inspiring flaunt of laws and scheme aimed in realising the economic, social and cultural rights for the majority of the population. Although India has achieved a sustained ‘growth’ rate, the promise of ‘inclusion’, continue to violate the Fundamental Rights and Directive Principles of the Constitution’ said Dino D.G. Dympep, Permanent Representative to the UN.
“While India have been striving hard to safeguard human rights through their well established Constitutions, Custodial killings, police abuses including custodial torture, enforcement of Draconian Legislation like the Armed forces Special Powers Act 1958 including other security laws and failure to implement policies to protect vulnerable communities remain a deep-rooted and routine law-enforcement and investigating practice and is more widespread and condoned in many conflict zones, where it is routinely and violently used, leading to physical and mental disability” said Dino D.G. Dympep.
Enforced disappearances and extrajudicial killings remain widespread in many conflict zones, reinforced by extraordinary powers of arrest, detention and immunity available to the security forces. As per the NHRC report it was stated that it had received 341 complaints of disappearance in 2010 and 338 by November 2011” he added.
“Violence against women is highly pervasive and perpetrated with impunity. Reports indicate that every 60 minutes two women are raped, and every six hours a young married woman is found beaten to death, burnt or driven to suicide. The NCRB reported a total of 1,557 and 772 rape cases of SC and ST women respectively in 2011 with a disclaimer that number of Victims may be more than the cases reported. Sexual assault by security forces is widespread and there have been many instances that this case of rape are highly under-reported and rarely gets investigated or punished said Dino D.G.Dympep.
“Despite a number of progressive legal and policy initiatives taken by the Indian Government, the continued prevalence of human rights violations across the country poses manifold challenges” I called upon the member states of the Council to continue in addressing these issues pertaining to different human rights abuses and to urge the Government of India to respect its international obligations under international law appealed Dino D.G.Dympep.(SP News)
