Control money and muscle power during elections,HSPDP tell EC

Shillong, January  07:  In a memorandum submitted by the Hills State People Democratic Party (HSPDP)  to the Chief Election Commissioner of India, in Shillong today the party has point out the reality problem faces during the election.

The party has complained that the EVM machines use for voting are not function properly in various polling station in the state. And in particular in South West Khasi Hills where the ADM admit that they were not working. The party wants the old voting system which is done manually is better if it revert.

The HSPDP asked the election commission that counting of vote should be done immediately after the voting. The party as the election commission to control the use of money power and muscle power during the election.

The HSPDP   appreciate  very  much  that  the  Election  Commission  is  very  much  concerned  with  the  influence  and  intimidation  through  money  and  muscle  power  committed  during  the electioneering  period  through  its  model  of  conduct  and  to  see  that  the  mode  of  conduct  as  well  Section  171  IPC  is  adhered  to  by  all  concerned.

However  to  further  strengthen  the  provisions  there-in,  it  is  strongly  recommended  that  traditional   institutions,  viz.  Village  &  Local  Durbars  in  Meghalaya  be  empowered  to  act  as  preventives,  correctives    and  deterrents  to  control  the  rampant  display  of  money  and  muscle  power  during  elections.

The memorandum the HSPDP want that election commission should prescribed   minimum  qualification  required  to  a  candidate for contesting election.It  is  very  much  desirous  that  elected   representatives  to  legislative  bodies  be  knowledgeable  of  laws  framed  and  to  be  framed  and  conversant  with  many  issues  pertaining  to  struggles  and  aspirations  of  the  people  and  these  should  be  articulated   among  law  and  policy  makers  for  bringing  out  laws  and  policies  beneficial  to  the  majority  population.

However,  if  elected  representatives  do  not  have  basic  education,  at  least  up  to  the  secondary  school  level,  expectations  will  be  belied  and  performance-wise  will  be  below  par.  Therefore,  it  is  recommended  that  minimum  qualification  in  education  be  prescribed  and  even  if  the  RP  Act  has  to  be  amended,  it  will  be  highly  appreciated.
