Shillong, November 21: The 377 trainee officers in the rank of Deputy Superintendents of Police and Sub Inspectors of Police, including 101 lady trainee officers, belonging to the States of Assam, Arunachal Pradesh, Mizoram, Nagaland and Tripurahave passed out of North Eastern Police Academy on successful completion of 52ndbatch of basic course.The 52nd Basic Course commenced the training from 15th November, 2022.
The Dikshant Parade (Passing out Parade) was held at the Parade Ground of the Academy Campus at Umsaw Village, Ri-Bhoi District, Meghalaya on 21st November 2023 (Tuesday) from 1335 hours. Hon’ble Chief Minister of Assam ,Dr. Himanta Biswa Sarma, reviewed the parade and commissioned these officers into active policing. Shri Anurag Agarwal, IPS, Director, NEPA, administered oath to the trainee officers.
Mr. Gyanendra Pratap Singh, IPS, Director General of Police, Assam, Dr.Lajja Ram Bishnoi, IPS, Director General of Police, Meghalaya, Shri Harmeet Singh, IPS, Special DGP (HQ), Assam, Smti I Nongrang, IPS, Director General Civil Defence and Home Guards, Meghalaya, etc. were among many very senior officers to bless and congratulate the trainee officers.
A large number of high-ranking officials from Assam & Meghalaya, special invitees, relatives of trainee officers, trainees of PPCC Course from Meghalaya, interns of National Forensic Science University, Gujrat,officers and staff of NEPA have witnessed the spectacular parade displayed by the trainee officers. DySP Probationer, AmbarishSarma, Assam Police Service, commanded the parade.
In his address, the Director NEPA thanked the hon’ble Chief Minister for accepting the request to be the Chief Guest and to review the parade and said the gracious presence of hon’ble Chief Minister is a huge morale booster for the trainees in particular and the officers & staff of NEPA in general.
These trainees, who have passed out from NEPA, came from different backgrounds and were once ordinary citizens. With many months of grueling training, they have acquired the knowledge and competence and became professionally skilled officers.
They have developed the skill and right attitude to serve the society while observing the dignity of human rights. These officers have received adequate training to perform in any kind of environment with confidence.
These officers were trained on a well-researched and updated module. The training curriculum of Basic Course is broadly divided into Indoor and Outdoor Subjects.
The indoor syllabus comprises of three broad categories i.e. Police Science, Legal Studies, and Social Science. The outdoor syllabus includes Drill, Weapons Training, Physical Efficiency, Police Operations and Tactics.

During the outdoor training, the trainees are also sent for 5 days tactics and jungle camp where they carried out Cordon and Search Operations, Field Craft, Ambush and Counter Ambush, Raid, seizure, practical exercise on postings in insurgent areas etc. Driving, Horse Riding are also being taught as a part of Basic Training.
As a part of their Basic training different modules on Crime Against Women, Human Trafficking, Juvenile Justice, POCSO & Disaster Management, Public speaking and Module on Office Correspondence etc.
were also conducted along with their field visits including visit of Police Station, Airport, NESAC etc. After the Passing out parade, the DySP (Probationers) will also have their Army attachment.
Looking at the present scenario, and demand of the beneficiary states, the Indoor training Syllabus has been updated and many new Topics have been included under these three categories such as National Security, Importance of Quick Response, Alertness and Reaction to Situation.
Trust Deficit in Police, Crime Against Women Cell, Revenue Records, Registration of document with Sub-Registrar, Dealing with Civil Suits and Writ Petitions, Banking Process, Preparation of Externment Proposal, Investigation of Railway crimes and Drone Forensics.
Besides the successful completion of Basic training, the trainees of 52nd Basic Course will also be awarded with Post Graduate Diploma in “Police Administration and Investigation” by Sardar Patel University of Police, Security and Criminal Justice, Jodhpur.
Apart from Basic Training, the trainees are actively engaged in various Club Activities to build a well-rounded personality, promote team spirit and sportsmanship. They are encouraged to participate in extracurricular activities through various clubs like Extempore and Debate club, Quiz Club, Sports Club, Social Service Club, Literary Club, IT Club and Cultural Club.
The trainees have organised cultural programs, Tree planation programme in the entire campus. Organised several sports events, photo exhibition, quiz competition, debate, Published Confluence which contains beautiful articles, poems, book reviews, photographs etc.
Each Club activities are supervised by one Faculty Officer. As a part of social outreach programme, the trainees are encouraged to participate in Social Service activities such as, Blood Donation Camp, SwachhtaAbhiyaan in and around NEPA Campus as well as in the nearby villages.
NEPA has invited eminent Guest Speakers from various Expert Organisations, Academic institutions, High rank Police officers from Assam and Meghalaya, Serving and retired Dignitaries from all over the nation to interact with the trainees of 52nd Basic Course to speak on various topics related to the present day policing, shared their vast knowledge and experiences with the trainees, which will be beneficial for the trainees throughout their service career.
The Academy has taken up several new initiatives / good practices in order to build confidence, positive attitude amongst the trainees. Publishing of Directory for the trainees to share each other’s views, Printing of Brochures, Publishing of Course Report of each course, Capacity Building for Instructors, Gender Sensitization Programme for Instructors, Director’s Interaction with the Basic Course trainees.
NEPA is well equipped with all kinds of facilities and infrastructure for training. There are Computer Labs, Digital Forensic Lab, Forensic Science Lab, Gymnasium, Drill hall, Indoor Sports Complex, Football ground, Valley ball ground, Tennis Court, Badminton Courts, Basketball Court, Swimming Pool, Auditorium, Sand Model Room, Driving Simulator.
Firing Simulator, Library, Conference Halls, Riding Section, Sufficient Motor transport, Hospital, Shopping Complex, Canteens, Co-operative Store, Community Welfare Centre, CPC, separate Messes for men and lady trainees, Guest House, residential accommodations for officers and staff, Water Treatment Plant, Gas Agency, Dairy, ATM etc. to meet the basic needs of the trainees and staff.
Since inception NEPA has trained 5022 Basic Course trainees. There were 895 DySP(P) and 4127 Cadet Sub-Inspectors, out of which 4239 are men and 783 are lady trainee officers from eight North Eastern States.
Dr. Himanta Biswa Sarma, in his address, appreciated Director NEPA Shri Anurag Agarwal, IPS, and his team for providing excellent training to the trainee officers. The Minister urged that there is a need to work in synergy to fight against drug trafficking and insurgency.
He asked the young officers to be police with the poor and needy. He congratulated the young officers for successfully completing the training and distributed the Trophies and Medals awarded to the trainees for their individual performance during the training period.
North Eastern Police Academy is one of its kind in the Country, under Ministry of Home affairs, Government of India. It is dedicated to impart training to the police personnel of the North Eastern States and also from across the country to safeguard the value of freedom – freedom from disorder, criminal acts and criminals.
NEPA has done a remarkable service in bringing cohesiveness, professionalism, co-operation and uniformity among the State police forces of the N E Region. Since inception NEPA has achieved various milestones which includes Union Home Minister’s trophy for Best Training Institution for GOs and NGOs in the year 2015-16 and for NGOs in the year 2021-22.
Apart from this NEPA also got accredited as an “UTKRISHT” organisation byCapacity Building Commission and National Accreditation Board for education and training, Ministry of Commerce and Industries, Government of India.
