Shillong, Sept 15: Not too long ago, for the youth of Meghalaya, looking to build a career in technology and IT-related sectors meant leaving the state and finding an opportunity elsewhere. Today, that is beginning to change. For Meghalaya, its digital future is beginning to take shape right here, right now.
The Shillong Technology Park at Umsawli, New Shillong, offers an early glimpse of what that change could mean. Its first phase is already occupied by IT and IT-enabled companies, while the second phase is nearing completion.
What is emerging is thus bigger than a single infrastructure project. It is the beginning of an ecosystem that brings together companies, jobs, digital infrastructure, startups, skills, and new technologies with the larger ambition of positioning Meghalaya as a technology and innovation hub for the Northeast.
The first phase of the Shillong Technology Park has created over 1400 jobs for the local youth; of these, more than 700 alone are held by women. The facility is fully occupied with major IT, IT-enabled services, banking, software, and technology companies operating from the premises. And for a state like Meghalaya, which is looking to create more employment opportunities beyond its traditional economic sectors, this initiative is, an important beginning.
These changes are strongly rooted in the policies, planned and implemented by the Government of Meghalaya. In 2024, the Meghalaya Information Technology and Information Technology Enabled Services (IT& ITeS) Promotion Policy, 2024, was put into place with the aim of creating an investor-friendly environment, for the growth of the IT sector and, promoting Meghalaya as a premier digital hub. It forms a part of Meghalaya’s wider economic ambition of becoming USD $16 billion economy by 2032 and ensuring its position as one of the top 10 states in IT and IT-enabled services in India over the next decade.
The technology sector in Meghalaya did not appear overnight – years of planning, policy support, and infrastructure development have brought it to a point where companies are now occupying the facility and employing young people from the state.
The second phase of the Shillong Technology Park is now nearing completion; spread over 1.8 lakh square feet, the facility will provide additional space for technology and IT-enabled service companies to bring their operations into the state. This expansion is important because it gives the ecosystem the space to develop.
The first phase has shown that companies can operate out of Shillong and recruit locally, while the second phase will allow for more to be brought in, opening more job opportunities and creating stronger links between industry and the local talent pool to be built.
And this does not end with Umsawli alone. On the outskirts of Doldegre in Tura, another piece of Meghalaya’s technology infrastructure is taking shape. The Tura IT Park, also known as the Tura Tech Park, was officially announced in February 2024, with Prime Minister Narendra Modi virtually laying the foundation stone in March 2024.
It has received ₹126.94 crore from the Union Ministry of Development of the Northeastern Region (DoNER) under the PM-DeVINE scheme. As of late August 2026, the project has achieved 78.67 percent progress and was moving as scheduled. The facility follows on the heels of the success of the Shillong Tech Park, built to create a technology hub in the Garo Hills region.
The recently held Regional AI Impact Conference in Meghalaya brought together more than 700 participants from across sectors. The momentum continued with AI SPARK: Accelerating Meghalaya Startups, held at the Shillong Technology Park.
The NASSCOM Industry Leaders’ Meet in Shillong in May 2026 witnessed the participation of representatives from technology and business-processing industries, discussing opportunities on IT and IT-enabled services, skilling, and employment.
Meghalaya’s focus on emerging technologies is also extending into its skilling institutions. The recruitment of AI trainers for institutions like Shillong Polytechnic, ITI Rynjah, and ITI Tura is a step forward towards integrating artificial intelligence into the state’s technical and vocational training ecosystem.
Meanwhile, the Meghalaya State Skill Development Society (MSSDS) is also ramping up training in AI and machine learning, enabling young people to gain skills in areas that are becoming increasingly relevant across different sectors.
The Integrated Command and Control Centre (ICCC), under the Smart City Mission forms an integral part of Shillong’s digital infrastructure. The centre uses AI-driven video analytics, supported by hundreds of cameras around the city to strengthen surveillance aimed at crime detection and public safety, along with traffic management and emergency response. The ICCC belongs to the larger story of Meghalaya’s growing digital infrastructure to deliver public services.
The growth of the Shillong Tech Park is part of a larger plan to develop Meghalaya as a regional technology and innovation hub. To support this, additional Data and AI Labs and an ‘AI Center of Excellence’ are also being developed while efforts are being made to integrate local languages into AI-powered applications.
This is creating opportunities in sectors like agriculture, healthcare and governance, making a stronger connection between digital infrastructure and solutions to local needs. Meghalaya has set up an ‘Internet of Things’ (IoT) sensor network across 70,000 water springs to generate real-time data for water resources management and conservation, while data-driven governance has helped to a 50 percent reduction in the state’s maternal mortality rate.
Now, a question that arises is, can Meghalaya become the Northeast’s innovation hub? Infrastructures are coming up; policy frameworks are in place. Companies are setting up their offices and employing local youth, and the state is increasingly engaging with national institutions and technology industries. The ambition, therefore, is clear. Meghalaya is building a technology sector that contributes to its growing economy while also creating opportunities for its people.
