Shillong, May 08: In the memorandum submitted to the Chief Minister Mr Conrad K Sangma the concern citizens “Ka Sur u Paidbah ka Bri u Hynniew Trep” appreciated the government for immediate action in constituting the Community Quarantine Centre at the Village level to contain COVID-19 in the State.
In the Memorandum sign by Mr HS Shylla as Chairman and Egenstar Kurkalang as Secretary mention that this was the representation of “People’s Views and Opinions” that they would like to appraise before the Government what people want to put on to the Government.
In the memorandum pointed out that while the State Government strictly adhere to the instruction issued by Home Ministry, by permitting key sectors including cement factory to resume their operation and function and given hope to the public.
But unfortunately the Company are taking advantage of the prevailing situation thereby hiking the price of Cement from the normal rate of Rs 380 to Rs 400/- and Rs 420/- to Rs 500/-510/- etc. that has badly affected the common people. Therefore we urged the Government to immediately intervene in the matter.
From the Government has also asked that the Land Lord and Land Lady and House owner not to take or charge house rent, or rent to the tenants, lessee, Vendee, during the lockdown period but in contrary, the Daily Wage Labourers and single parent family are being forced to pay the rent by their house owner though they are not in a position to pay at this juncture.
But at the same time there are House owner or landlord and landlady who also depending on the source and income derive of house rent, Therefore for the welfare and interest of both parties we urged upon the Government to intervene in this matter by issuing proper instruction or constitute a monitoring team for the purpose.
In order to balance the circumstances, the Government should formulate proper instruction to exempt fees to school children and it shall apply to all schools run by Government or private parties.
On the Private School Teachers who are working in non-aided Schools etc, solely depend on the students fees for their salaries, but in this critical period school has been closed and fees exempted, hence the managements are not able to pay the salary to the teachers and staffs respectively putting them in great hardships, therefore we urge the Government to provide a financial assistant or any Scheme to meet their basic needs.
In the memorandum requested the Government to arrange special assistance scheme to non-beneficiary (Non-Ration Card Holder) of NFSA, Non-NFSA as well as Pradhan Mantri Garib Kalyan Yojana and to conduct a special survey by an appropriate authority in this matter.
Farmers who were cultivating of Kwai and Tympew is another agricultural activities to a certain sections of the population of our State especially in most part of border area of Bangladesh and Assam, and are the main source of income for supporting their family.
Unfortunately, the farmer at present are facing great hardship and they are in a huge financial crisis due to non-functioning of transportation of their products including Kwai and Tympew to Assam as well as to other neighbouring States. Therefore we urged the Government to kindly redress these grievances at the earliest.
From “Ka Sur u Paidbah ka Bri u Hynniew Trep” are very much appreciating the government for immediate action in constituting the Community Quarantine Centre at the Village level for Stranded citizens who are returning back home. Therefore the government should expedite the process to bring back those citizens who are still stranded outside or in other States to free them from untold hardship in their stranded places.
The order and notification issued by the District Magistrate, East Khasi Hills District, allowing the public to buy essential commodities within the time slot from 9:00 am – 4:00 pm have partially affect to those citizens who are still at their offices during those working hours. The government should make an extension up to 6:00 pm instead of 4:00 PM,and also the imposition of curfew at night is not so meaningful, so we urge the Government to relax night curfew in order to enable the citizen for morning walk and excercise etc.
It is suggested that the government pay strict vigilance at the Border Hats in both the inter-state and international location because there are cases where the outsiders are entering the state through the Jungles in unexpected hours of the day and doing all the illegal business transactions especially in the Indo-Bangla Border.
